The development objective of the Second Strengthening Human Capital for a Resilient Morocco Development Policy Financing (DPF) for Morocco is to improve protection against health risks, human capital losses during childhood, and poverty in old age and to improve climate risk management and resilience against catastrophic events. The DPF series has three pillars and supports three core reform imperatives of the government program. Pillar 1 supports the universalization of health insurance and the revamping of the health system. Pillar 2 supports the expansion of pension coverage and reforms to implement the direct social benefits (DSB) program. Pillar 3 supports strengthening resilience to natural disasters and risks, including through the establishment of adequate institutional, coordination, and response mechanisms.
