Faced with the unpredictability of aid, and in order to act concretely on and in fragility in Guinea and in the territories of the cooperation program, the intervention will take the form of a “FRagility, Innovation and Territory” facility ( FRIED). The challenge of this facility is to be able to have an agile and responsive instrument serving:
• regional and local stakeholders with whom Enabel works in a capacity-building approach;
• areas of intervention where the targeted changes are concretely implemented with a view to improving their resilience;
• strengthening the results and impact of the cooperation program.
The intervention is fully in line with the portfolio strategy (territorial approach, approach to fragility, resilience of territories) and makes it possible to provide an operational and concrete response to the principles of intervention for situations of fragility adopted by the Ministry of Cooperation in 2013: integrate the context and do no harm, align with local priorities in a different way depending on the context, act quickly and flexibly while remaining committed to the long term. The actions supported by the FRIT will first concern the areas of focus of the program. The actors of these territories, namely the administrative and elected authorities, the decentralized technical services, the consular chambers, the universities, the civil society, the media, the traditional and religious leaders, the beneficiaries of the interventions and the populations will be supported in their requests and initiatives to:
• Produce knowledge useful for action and act for the development of their territory (Result 1);
• Strengthen their skills, improve territorial governance (Result 2);
• Innovate in the service of territorial development (Result 3).
The FRIT will also be an additional lever in the capacity building strategy of the cooperation program. |
