There is insufficient conservation planning for migratory birds in the PRC. Three factors contribute to this: (i) insufficient analysis of threats and conservation priorities including climate change; (ii) limited policy and technical guidance for stakeholders; and (iii) limited capacity and knowledge sharing on conservation measures for migratory birds. Strategic fit. The TA is well-aligned with national and ADB development priorities. Biodiversity conservation is a key dimension of the PRCs Fourteenth Five-Year Plan, which emphasizes a focus on achieving an ecological civilization;a and is part of the PRCs international commitments as a signatory to the United Nations Convention on Biological Diversity. The TA supports the objectives of three PRC national action plans to conserve migratory birds, wetlands, and key biodiversity areas.b ADBs country partnership strategy, 20212025 for the PRC specifies the need to support government initiatives for biodiversity conservation. The TA contributes to ADBs Strategy 2030 OP2 (through gender-inclusive training), OP3 (through protection of ecosystems), OP5 (through support for rural livelihoods) and OP6 (through improved governance).c Regional Flyway Initiative. The TA is also aligned with the RFI: a flagship ADB program for strengthening the conservation of migratory waterbirds and their wetland habitats along the EAAF. The PRC is a pilot country under the RFI. The TA scope has been tailored to support the RFI objectives and includes demonstration sites which are identified under the RFI as priority wetlands for the conservation of migratory waterbirds in the EAAF.d Lessons. The PRC government and ADB have collaborated for over 15 years to implement projects supporting wetland conservation linked with sustainable economic development and livelihoods. Lessons from this long-term support and from other partners emphasize the need for: (i) systematic, science-based analysis to identify priority sites and actions for conservation planning; (ii) holistic, landscape-level approaches that aim for flyway-level (rather than only site-level) benefits; and (iii) involving government and nongovernment stakeholders including the private sector to scale up the business case for biodiversity conservation.
