The project is aligned to the Government of Kenya’s (GoK) priority on providing quality education and training to all Kenyans in line with Kenya’s 2010 Constitution. It takes an integrated approach to improving outcomes in education and skills development due to the interrelated nature of the challenges in ASALs. The IMPRESED Project will benefit from investments in the ongoing Bank financed TVET Phase II and III Projects, and the Chinese financed TVET institutions. It intends to address selected barriers to education and youth unemployment, while empowering households to meet the indirect cost of education in the long term. The Project will support; out of school learners to re-enrol/ enrol in school and TVET, improve learning conditions in school, sustainable school feeding program, teachers, WASH, food security and pasture. With improved livelihoods, households should be in a position to support their children’s education and increase enrolment and retention. The Project will be financed by an ADF loan of UA 12.789 million, counterpart funds of UA 2.04 million. Project Objectives The broad development objective of the Project is to increase access to quality and inclusive education for out of school children (6 – 17 years old), and to improve skills development and employment for youth (18 – 35 years old) in ASAL areas in Kenya. Specific project objectives are: a) To increase access, quality and retention of 30,200 OOSC in basic education; b) To increase access to skills development and employment for 3000 youth; c) To promote sustainable and resilient livelihoods. Beneficiaries The Project targets out of school children and youth in 12 ASAL counties (Marsabit, Mandera, Garissa, Wajir, Kilifi, Homa Bay, Samburu, Makueni, West Pokot, Turkana, Tana River, Kajiado. The primary beneficiaries will be 30,200 out of school children (OOSC) who will benefit from basic education; 10,000 girls with dignity kits; 3,000 unemployed youth who will benefit from skills development through TVET, entrepreneurship training (including on climate responsive and green businesses); 6000 women on income generating activities; 20 teachers on housing; general job creation to 10,000 people. The general community will benefit from access to water, pasture from gliricidia trees and sorghum grass, training on climate smart food production through farmer field schools.
