Project Detail Cardno, now Stantec was engaged by the City of Melbourne to provide a safety design that met security requirements and also accommodated the free-flowing pedestrian access around Flinders Street Station. The Victorian government and the City of Melbourne took steps to increase public safety in Melbourne’s CBD by upgrading security and installing steel bollards at one of Melbourne’s busiest and most prominent pedestrian sites. Our team was engaged to provide a safety design that met security requirements that also accommodated the free-flowing pedestrian access around Flinders Street Station. We undertook extensive investigations of underground services that may be affected as well as identifying the shallow roadway and footpaths available. Bollards were the preferred choice as they offer minimal impact to the surrounding environment. Although there are many on the market that meet PAS68 Hostile Vehicle Mitigation requirements, many were unsuitable as they require deep footings and Flinders Street Station footpaths are built over a bridge with trains and platforms below. Due to the shallow nature, our team adopted shallow mount bollards and extended out the footpath to provide adequate construction depth. This also provided space for an additional footpath outside a busy train station. These are significant upgrades that provide protection for pedestrians from vehicle-based attacks, balancing the needs of everyone using the station, together with safety, engineering, design and heritage considerations.
