These sectors transport, energy, and public sector management are the most challenging for gender mainstreaming, as there is little community interface and project interventions could not demonstrate direct benefits to women. The TRTA cluster will address these gender mainstreaming challenges, by supporting gender components of ensuing projects. These gender components are aligned with the gender focus areas under Strategy 2030, Operational Priority 2 Gender Mainstreaming Approaches, and Sustainable Development Goal 5 on Transformative Gender Agenda. Details of ensuing projects are in Appendix 1. Support from the TRTA cluster is envisaged to improve CWRDs gender mainstreaming performance at-entry and at-exit, and help the Department meet its gender targets. The TRTA cluster will also provide capacity building support to executing and implementing agencies (EAs/IAs) of ongoing projects with gender mainstreaming. Most ongoing GEN/EGM projects have difficulties implementing their gender action plans due to the weak gender capacities of implementing agencies. The TRTA cluster will strengthen their gender capacities and improve the implementation and monitoring of the project gender action plans (GAPs). The ADBs Corporate Results Framework 2019-2024 includes enhanced gender targets and indicators that need to be monitored and reported on. There are 107 ongoing projects with gender targets and indicators that need to be monitored. The TRTA cluster will support the tracking of gender indicators and targets of ongoing projects. Due to its regional nature, the proposed transaction TRTA cluster is not included in the COBP.
