Work Detail Chandigarh Renewable Energy and Science & Technology Promotion Society (CREST) has issued an invitation for bids to establish 50 MW grid-connected rooftop solar power projects across various residential properties in the Union Territory. These projects will operate under the renewable energy service company (RESCO) model. The installations are required to be completed on a build-operate-transfer basis within five months of receiving the work order. Bidders are required to submit their proposals by March 13, 2024, with bid openings scheduled for the following day. An earnest money deposit (EMD) of ?25 lakhs is mandatory for all bidders. However, Micro Small and Medium Enterprises (MSME) are exempt from this requirement, provided they sign a bid security declaration agreeing to a two-year blacklist if they withdraw their bids during the validity period. Project capacities can range from 5 kWp to 10 kWp for each service connection. Selected bidders must provide a performance guarantee of ?1,000 per kWp of the allotted capacity. Bidders are required to demonstrate an average annual turnover of at least ?4.5 crore in the last three financial years ending March 31, 2023. Additionally, they must have completed the installation and commissioning of a ground-mounted, rooftop, or floating solar project with a cumulative capacity of 500 kWp or more in India through government or state agencies. Manufacturers of solar cells or modules with an annual manufacturing capacity of 25 MWp are also eligible to participate in the tender. Bidders must have a service center within a 50 km radius of Chandigarh, with qualified staff, or commit to establishing one within one month of receiving the work order. Projects will be allocated based on the lowest rates (L1), and successful bidders must match the L1 bid. Rooftop solar projects erected under this tender will be eligible for central financial assistance (CFA) under the PM Surya Ghar: Muft Bijli Yojana, providing the solar modules used are included on the Approved List of Models and Manufacturers and are made with domestically produced solar cells. Vendors using imported solar modules will not be eligible for CFA. Rooftop solar customers will pay an average pooled cost of power purchase of ?3.29/kWh for the agreed-upon build-own-transfer timeframe. The Discom/Chandigarh Electricity Department will keep ?0.07/kWh as facilitation charges, while the remaining ?3.22/kWh will be transferred to the RESCO Company on a monthly/bi-monthly basis.
