Tenders are invited for Justice Policy Advisor Closing Date: 25 Jul 2025 Type: Consultancy Justice Policy Advisor Location: Remote frequent travel to Damascus Type: Consulting Services Administratively subordinated: Executive Director About SJAC The Syrian Center for Justice and Accountability (SJAC) is a leading Syrian human rights organization that strives to achieve justice for crimes committed during the Syrian conflict. SCHAR documents abuses, supports criminal cases against Syrian perpetrators, and searches for people still missing. Since 8 December, the Centre has been actively collaborating with the new Syrian government to support an inclusive transitional justice process. Position Summary SJAC is looking for a human rights defender who is passionate about leading SJACs work in the field of justice policies in Syria. The Justice Policy Advisor will work closely with the Executive Director, the Policy Team, and the Legal Team to formulate targeted recommendations and communicate them directly to stakeholders in Syria, including the new Commission for Missing Persons and the Transitional Justice Commission, as well as the Ministry of Justice. The Adviser is also responsible for representing SJAC at meetings and conferences held in Damascus, including with visiting diplomats and UN representatives. The ideal candidate should have a strong network in Damascus and be familiar with transitional justice processes. SJAC will consider applications from Damascus-based candidates, as well as remote candidates wishing to travel to Syria up to 25% of the time. SJAC expects to offer a 12-month employment contract (with a three-month probationary period) to a consultant to support SJACs efforts, for approximately 19 days per month. Employment contracts may be available for residents of the United States or Europe. General tasks and responsibilities Engage with Syrian government agencies, as well as local civil society and other stakeholders, to provide meaningful technical advice on transitional justice processes and the protection of human rights. Serve as a key representative of SJAC in Damascus, representing SJACs work to a variety of local stakeholders. Closely monitor the work of government agencies concerned in the field of transitional justice and identify opportunities for cooperation. Keep SJAC team updated and draft public articles. Work with SJAC team to hold face-to-face events in Damascus, including private panel discussions with stakeholders, as well as technical training courses. Skills & Experience University degree (preferably masters degree) in law, political science, public policy, international relations, or any other related field. Proficiency in Arabic is a complete complement to the English language. Ability to travel regularly to Syria, Damascus, and other locations if deemed safe. Strong professional networks in Damascus, including with the Ministry of Justice. Familiarity with relevant international justice mechanisms, including the United Nations International, Impartial and Independent Mechanism (IIIM) and the Independent Foundation for Missing Persons in Syria (IIMP), is preferred. A collaborating team member who is able to work with SJACs various teams to integrate expertise from the legal, documentary, and other fields of work in formulating policy positions.
