Closing Date: 19 Jun 2025 Type: Consultancy Terms OF REFERENCE FOR EXTERNAL CONSULTANT SUPPORT TDH-L JORDAN DELEGATION IN WRITING A PROPOSAL FOR A CONSORTIUM PROJECT 1.Terre des Hommes in Jordan: Terre des hommes-Lausanne (TdH-L) Jordan mission was established in 2007 in response to the Iraqi refugee crisis. Since then, the delegation has evolved into responding to various emergencies that have afflicted the country at different periods in time, including the Syrian refugee crisis. In 2013 the organization established a Juvenile Justice program, focused on protecting the rights of children in contact with the law aiming to create a child friendly juvenile justice and gender responsive system in Jordan. Currently the program works with the Syrian refugees camps, urban Syrian refugees and vulnerable host communities through several child focused interventions. 2.Context: TdH-L Jordan intends to develop a full proposal in consortium with three other partners to be submitted/adapted to more than one donor. The proposal will be developed for a 3-year duration with a volume of approximately 4 million Euros. Proposed intervention will focus on promoting and improving Protection and Justice for Vulnerable Children and Youth in Jordan. 3.Objectives of the consultancy: The objective of this consultancy is to lead the development of (and write) a strong proposal that meets high-quality standards in collaboration with Jordan Delegation and TdH-L MENA Team. 4.Scope of the consultancy: The consultant will ensure the proposal reflects TdH-L and partners` expertise in Jordan while aligning with the donors expectations, their general related guidelines. This will include, but not be limited to, the following : Map and onboard all partner organizations, clarifying their expertise and proposed contributions, activities, technical expertise etc. to the project. Convene and facilitate regular proposal-development meetings, developing coordination and ppal drafting tools to be filled by partners, setting agendas, circulating minutes, and tracking action points. Act as the single point of contact between TDH-L Jordan, the MENA team, and all consortium partners. Develop a detailed proposal workplan with clear milestones and deliverables, assigning responsibilities to each partner. Monitor progress against the timeline and send regular status updates or reminders. Collect individual partner inputs (narrative sections, budgets, annexes) and integrate them into a coherent, unified draft. Ensure consistency in terminology, formatting, donor compliance, and alignment with the logical framework. Coordinate the preparation and consolidation of partner-specific budget lines, ensuring overall coherence and adherence to the ceiling. Flag any budget gaps or overlaps and negotiate adjustments with partners. Compile the final package (narrative, budget, annexes) into the donors prescribed format and ensure all sign-offs are secured. Discuss with the delegation team and TdH-L regional experts for MENA the aspects of the project to be reflected in the proposal . Develop/ write the first and final draft of the proposal. Address feedback received on the first and subsequent drafts . 5.Deliverables Completed ppal application form, including the logical framework of the intervention. Detailed budget. Annexes as required. Separate ppal application forms and annexes with final inputs of each partner, to ensure each partner contributions and commitments are agreed and clear when implementation is to start. Consultant is expected to be available during the delegations working hours, (9.00 17.00 Amman time) to engage directly with respective colleagues via Teams for example if needed). The communication language is English. Duty station: due to the need for coordination between multiple partners, the preferred duty station is Amman. However, competent candidates who can work only remotely will be considered too. 6.Hierarchal link: The consultant will be contracted by TdH-L Country office in Amman and will report directly to the Program coordinator. Daily briefing will be required to monitor progress and address any key issues. 7.Profile of the consultant (team): qualifications and experience The consultant must have: Proven track record in writing successful proposal, including budgets, for large scale multi-year projects minimum 4 M Euro to key donors including EU, ECHO, SDC and other key donors. Experience in leading multicultural teams in developing strong proposals. At least 10 years of experience in various stages of humanitarian and development projects with Nexus elements. Experience in Jordan context is a plus. Effective communication skills in English. Arabic is a plus. Proficiency in reading and writing English. Strong coordination and time-management skills.8.Budget and timeframe Allocated budget for this consultancy is 7500 USD paid for the deliverables. The expected time frame is 30 Working days. Starting date is as soon as possible, and the actual starting date will be agreed with selected consultant during the contracting process. 9.Application procedures Interested consultants must share: A proposal reflecting on this ToR and clarifying how the consultancy would be conducted including mythology.
