For the needs of its operations, WWF CAR is looking for a Consultant in Rehabilitation and Construction Works Place: Ngotto, CAR Duration of the Contract: 3 months with the possibility of renewal. 1.Mission: In the spirit of excellence, ensure that WWF CAR applies the highest standards in the organization, evaluation, implementation, monitoring and supervision of track or bridge rehabilitation sites and/or construction works within the Mbaéré Bodingué Park (MBNP) in order to support the achievement of conservation goals and objectives as defined in the WWF CAR Strategic Plan, in accordance with WWF International policies and standards. 2 Key Responsibilities Ensure the organization, evaluation, implementation, monitoring and supervision of rehabilitation sites and construction of roads, tracks, bridges, etc. Recruit, supervise, organize and supervise the teams of day laborers necessary for the implementation of activities in the localities of intervention; Facilitate relations with local authorities and communities as well as with non-state actors in the context of the management of construction sites; Ensure the safety of the site and its team during all interventions; Carry out the reporting related to its activities (an activity report at the end of each rehabilitation or construction). Implementation of activities: Prepare the logistical aspects of the mission and the monitoring of the sites (materials and equipment available locally, accommodation of the team, prices charged in the locality, etc.), in collaboration with the Logistics Manager in Bangui; Participate in the preparation and monitoring of the projects procurement plan in compliance with WWF and Donor procedures; Assess the needs for manpower, materials and materials; Establish an intervention schedule while taking into account the possibility of requesting emergency intervention; Design solutions at the best cost and sufficiently sustainable for the time of the intervention; Respect the budget allocated to rehabilitation or construction work under the supervision of the Project Manager; Ensure daily monitoring of activities in the field; Update and consolidate intervention processes; Design solutions adapted to the nature of the work to be carried out; Keep abreast of key changes in the context, particularly in relation to intervention priorities and accessibility. Ensuring the smooth running of rehabilitation or construction activities Explain to workers the tasks to be performed and train them on the techniques specific to each team (weeding, land clearing, tree cutting, laterite backfill, etc.), in support of the Community Mobilizers; Regularly take photos of the work to integrate them into the final report (before/after photo system); Ensure that the deadlines for the execution of the work are respected, Ensure that workers have the equipment and materials they need to perform their tasks and report information to the Project Manager as appropriate. Actively participate in the evaluation mission of the airstrip (taking exact measurements with the decameter, taking GPS points, helping to develop the exact consistency of the work and estimating the number of workers needed) Ensure that daily teams leave the field only after completing all the tasks assigned to them Facilitate daily payments for day labourers At the end of his mission: He/Elaborate and make available an infrastructure maintenance strategy with all stakeholders (exit strategy), in connection with the Concept Note for the establishment of Infrastructure Maintenance Committees; Hand over the tools and methodologies to the Project Manager. Team management Supervise, animate, and coordinate the team of service providers in charge of the work. Set objectives and ensure the proper involvement of the work execution team; Ensure that teams have the necessary skills and tools to achieve the set objectives; Identify the training needs in your team and organize the corresponding training, in conjunction with the administrative department; Focal point of the organization for the local authorities at the site to be rehabilitated; Participate, at the request of the project manager, in meetings, workshops or technical working groups with NGOs, UN agencies and any other government institutions operating in the field of infrastructure in the area; Participate in the management of safety at the scene of intervention: Participate in the updating and monitoring of safety tools (risk analysis, security levels and indicators, safety rules, etc.) in the area of intervention; Train your teams in the field of security and in the actions to be taken in the event of incidents; Ensure regular feedback to the Project Manager and regular feedback to the field teams. 3.What you need: Qualifications: Minimum Bac+2 level in Civil Engineering or Water and Sanitation Engineering. Additional degree in the logistics field or in a technical field. Two years of experience in humanitarian project management in an international NGO; Previous experience in community mobilization. Excellent oral and written communication in French, English would be a plus. Skills and competencies required: Strong execution skills and monitoring of infrastructure works; Excellent planning and organizational skills; Excellent interpersonal skills, including the ability to develop and maintain strong relationships at all levels, within WWF and, where appropriate, with external stakeholders; Ability to work under pressure; Ability to lead a team and set goals Dynamism, availability, integrity, honesty, responsiveness; Ability to make frequent field trips; Adherence to WWFs values: Courage, Respect, Integrity, Collaboration...
