Participants must Submit an Official Letter on Your Companys Letterhead and Stamped with Your Approved Seal Addressed to the Chairman of the Pre-Qualification Committee at the Arabian Gulf Oil Company, Containing the following Information: Desire to Participate in this Qualification Individually or Jointly with Another Company. the Official Name of the Company or Companies Applying to Participate in Full, its Date of Establishment, the Name of the Company Representative, Official Email Addresses and Telephone Numbers, Clarifying its Address and Headquarters, and Mentioning its Branches, if Any. in the Event of a Partnership between Two or More Companies, the Role of each of Them in Completing the Project must be Specified in Detail in this Correspondence. a Pledge to Abide by the Legislation in Force in the State of Libya. 1- Legal File All Documents Listed below must be Submitted, Provided that They are Valid for a Period of not Less than Six Months from the Date of the Announcement, as Follows: a Copy of the Registration Record in the Chamber of Commerce. a Copy of the Commercial Activity License. a Copy of the Tax Payment Certificate. a Copy of the Ministry of EconomyS Permission for Foreign Companies (MinisterS Decision) a Copy of the Commercial Register. a Copy of the Articles of Association and Bylaws. Specifying the Specialization in the Proposed Project as Part of the Purposes of Establishing Your Company. Studying the Files of Joint-Stock Companies Submitted by Several Contractors or Suppliers Jointly among Themselves in the Pre-Qualification Stage, Taking into Account the following Points in Particular: in the Case of Pre-Qualification, the Solidarity shall be Established at that Stage and shall not be Taken into Account at the Tender Stage, and the Solidarity shall be Established Pursuant to a Participation Agreement Concluded between the Joint Parties in Accordance with the Controls of the Commercial Activity Law and All Decisions Issued by the Ministry of Economy in this Regard and Certified by the Competent Authorities Represented by the Contract Editors Accredited within Libya and Certified by the Libyan Embassies and Consulates Abroad in Accordance with the Provisions of the Applicable Legislation. the Solidarity Agreement must Include the Commitment of the Joint and Several Partners to Carry out All the Work and Services Required by the Company. the Agreement should Clarify the Legal Representative of the Parties to the Partnership before the Company to Complete the Contracting Procedures. it is not Permissible for Any of the Joint Bidders to Submit a File Individually or Jointly with Another Competitor for the Project, as this will Lead to Direct Exclusion. 2- Financial File Documents Indicating the Companys Financial Position for the Last Three Years (2022-2023-2024) must be Submitted, Certified by a Certified Accountant or External Auditor. These Documents are (General Budget Report - Income Statement Report - Cash Flow Report for All Participating Companies Individually and Collectively). These Reports must be in Either Libyan Dinars, Us Dollars or Euros. These Documents will not be Accepted in Any Other Language or Currency. Failure to Provide the Requirements will Lead to Direct Exclusion. 3- Technical File for Health, Safety, Environment and Quality Send an Official Letter to the Head of the Pre-Qualification Committee Stating Your Commitment and that You have Both: Your Companys Safety Manual Attached with Your Companys Approved Policy in the Field of Health, Safety, Environmental Protection and Quality and International Certificates and the Global Quality Certificate Related to this Work. Confirming Your Commitment and Pledge to Apply All Standards and Procedures of Health, Safety, Environment and Quality Regulations and to Follow All Specifications, Standards and Local and International Technical Requirements Followed by the Arabian Gulf Oil Company. Previous Experience Supported by Documents and Certificates in the Field of Work Required to be Implemented in this Announcement, Whether inside or outside Libya. (If Any) Preparing a List of the Companys Equipment and the Staff of its Workers. a List of Previous and Similar Implemented Projects and the Percentage of Completion, Attaching Project Delivery and Receipt Reports with Project Values.
