Laboratory Equipment – 3 Lots – Pandemic Project. The Project Aims To Expand The Sequencing Capacity Within The Laboratories Of The Regional Public Health Centers Cluj, Iași, Timișoara, And To Strengthen The Sequencing And Bioinformatics Analysis Capacity At The National Public Health Laboratory (Bucharest), With The Inclusion Of Pathogens Other Than Sarscov2, In Order To Meets The Requirements Of The European Union And Ecdc On Genomic Surveillance. The Purchase Of An Automatic Capillary Electrophoresis Sequencing System Will Expand The Testing Capacity Of The Insp Lnsp Specialized Laboratory. The Purchase Of A Digital Pcr Will Expand The Testing Capacity For Respiratory Syncytial Virus And Other Respiratory Viruses In The Insp Specialized Laboratory. The Purchase Of A Nucleic Acid Electrophoresis System With Photodocumentation Will Allow The Visualization Of Nucleic Acid Electrophoresis Gels In The Insp Specialized Laboratory. The Deadline By Which Clarifications To The Award Documentation Can Be Requested: 18 Days Before The Deadline For Submitting Offers. The Contracting Authority Will Respond Clearly And Completely To Requests For Clarification/Additional Information On The 11Th Day Before The Deadline Set For The Submission Of Offers. The Procedure For Awarding The Public Procurement Contract Is Initiated Under The Scope Of This Suspensive Clause, In The Sense That The Conclusion Of The Public Procurement Contract Is Conditional On The Allocation Of Budget Credits For This Purpose, The Signing Of The Contract Being Done In Compliance With The Provisions Relating To The Commitment Of Expenses From The Budgets That Fall Under The Scope The Legislation On Public Finances. Considering The Provisions Of Law 98/2016 On Public Procurement And H.G. No. 395/2016, With Subsequent Amendments And Additions, The Contracting Authority Specifies That It Will Conclude The Contract With The Bidder Declared The Winner Only To The Extent That The Funds Necessary For The Purchase Will Be Secured By Allocating Budget Credits For This Purpose. If, Regardless Of The Reasons, The Budget Credits Will Not Be Allocated, For A Period Of 6 Months From The Date Of Approval Of The Procedure Report, The Allocation Procedure Will Be Canceled By Law, Provided That There Is No Other Source Of Funding, In Accordance With The Provisions Of Art. 212 Paragraph (1) Letter C) Sentence 2 Of Law 98/2016 With Subsequent Amendments And Additions, It Being Impossible To Conclude The Public Procurement Contract. Bidders In This Procedure Understand That The Contracting Authority Cannot Be Held Liable For Any Damage In The Event Of The Cancellation Of The Award Procedure, Regardless Of Its Nature And Regardless Of Whether The Contracting Authority Has Been Notified Of The Existence Of Such Damage. Bidders Within This Procedure Accept The Use Of The Above Special Conditions/Suspensive Clause, Assuming Full Responsibility In Relation To Any Damages They May Suffer In The Described Situation. The Maximum Period For Which The Suspensive Clause Operates Is 6 Months, So That, If The Condition Of Signing The Financing Contract Is Not Met, The Award Procedure Is Cancelled.
