Digital Malawi Program Phase I: Malawi Digital Foundations Projectgeneral Procurement Notice Digital Malawi Program Phase I: Malawi Digital Foundations Project The Project Will Include The Following Components: Component 1: Digital Ecosystem (Us$10 Million). The Aim Of Component One Is Strengthening The Many Inter-Related Elements That Characterize A Thriving Digital Ecosystem Creating And Implementing Forward Looking Laws, Regulations And Policies; Building Digital Skills And Capacity Of Institutions And Citizens; Developing A Critical Mass Of Innovators And Supportive Services; And Working To Close The Digital Divide Ensuring That All Citizens Benefit From Digital Development. Component 2: Digital Connectivity (Us$39 Million). The Aim Of Component Two Is To Incentivize Private Infrastructure Development And Services Rollout To Deliver High Speed, Affordable Connectivity For Government, Citizens And Businesses Across Malawi. In Addition To The Measures To Boost Sector Competitiveness And Network Investment Through Regulatory And Other Soft Mechanisms Supported Under Component One, There Is A Need For More Direct Intervention To Encourage Infrastructure Deployment In Geographical Areas Which Do Not Offer Sufficient Short To Medium Term Returns, Or Are Considered Too Risky To Attract Investment From The Private Sector Alone. There Is Also A Need To Exert Competitive Pricing Pressure, Create Network Redundancy And Increase Capacity Along The Most Well Trafficked Network Routes That Are Currently Dominated By A Limited Number Of Providers. Component 3: Digital Platforms And Services (Us$25). Increased Access To Affordable, High Quality Connectivity As Supported Under Components 1 And 2 Will Create An Opportunity To Transform The Way That The Government Conducts Its Business And Interacts With Citizens Using Digital Technology. The Aim Of Component 3 Is To Build The Shared Infrastructure And Capacity Necessary To Support Digital Public Service Delivery And To Enhance The Efficiency Of The GovernmentS Internal Operations. Component 4 - Project Management (Us$6 Million). This Component Will Consist Of Support To Finance Project Management Related Issues, And Namely Support For (A) A Project Manager, (B) Technical Advisors , (C) A Procurement Specialist, (D) A Financial Management Specialist, (E) An M&E Specialist, (F) Office Equipment, (G) Operating Costs, (H) Audits, And (I) Environmental Specialist Expertise.
