Expression of Interest for Analysis on Non-Communicable Diseases in Lao PDR Non-Communicable Diseases (NCDs) represent a significant and growing health burden in Lao PDR. An initial assessment by the World Bank highlights a paradox: the primary bottleneck is not simply a lack of resources, but a complex mix of supply gaps, weak clinical capacity, and systemic failures that prevent the effective delivery of NCD services, particularly for chronic conditions like diabetes and hypertension. The primary objective of this assignment is to conduct robust qualitative and quantitative data collection to capture the reality of NCD prevention and management in Lao PDR. The contracted institute will focus on providing the raw evidence base for Pillar 1 (Policy and Institutions) and Pillar 2 (Service Delivery). The specific objectives are: · To conduct Key Informant Interviews (KIIs) to gather data on the implementation of existing NCD-related policies and institutional constraints. · To conduct facility assessment and healthcare worker interviews to capture data on health system performance in delivering NCD services at the primary care level. · To conduct Focus Group Discussions (FGDs) with patients to document their care-seeking pathways and experiences.
