(DVV), the German Adult Education Association. DVV represents the interests of the approximately 850 adult education centres (Volkshochschulen) and their state associations, the largest further education providers in Germany. As the leading professional organisation in the field of adult education and development cooperation, DVV International has committed itself to supporting lifelong learning for more than 50 years. DVV International provides worldwide support for the establishment and development of sustainable structures for Youth and Adult Education. Since 2009, DVV International has been involved through individual projects in Palestine and has maintained a country office in Ramallah in the West Bank since 2012. DVV International supports local adult learning and education (ALE) centres in the West Bank through training and counselling to diversify services, reach a larger group of participants and tailor the courses more closely to the needs of target groups. This includes, for example, the joint development of curricula and approaches based on participatory methods that consider learners needs, the training of ALE educators, and the development of strategies and plans to guarantee the sustainability of the centres. As part of strengthening cooperation among municipal centers connected to community-based adult education and local development, DVV International seeks to engage a qualified consultant to support the development of practical mechanisms for joint fundraising, improved communication, and coordinated action among municipal centers. The consultancy will help enhance collaboration, resource mobilization, and collective planning, contributing to stronger institutional sustainability and more effective community-level interventions. Purpose of Services DVV international is considering selection of qualified trainer for the purpose of designing and facilitating mechanisms to strengthen collaboration among municipal centers through improved fundraising strategies, communication systems, and coordinated joint action. This task will take place under objective # 2 (Municipal ALE providers regularly exchange their experiences and support advocacy on ALE on the national level.) and indicator 2.1 the municipal ALE centres exchange their experiences in 3 activities per year The selected contractor will be expected to conduct the following tasks: 1. Design and conduct a practical, participatory training program on: Fundraising basics and strategies Donor mapping and engagement Proposal writing fundamentals Communication strategies for municipalities. 2. Prepare training materials (presentations, exercises, case studies, and tools). 3. Submit documentation, reports, including post-training recommendations for further capacity development. The selected contractor will be expected to deliver the following outputs: 1. Training plan and Methodology. 2. Delivery of [2-days] training workshop. 3. Training materials (presentations, handouts, tools). 4. Final training report with recommendations (with the Annexes). Duration The duration of the activities will range from 12-18 hours in the period between 17.05.2026 and 27.05.2026. Qualification and experiences required. The contractor should have: Proven experience in fundraising, donor engagement, and resource mobilization. Demonstrated experience in local governance, municipal development, or institutional strengthening. Experience facilitating multi-stakeholder coordination processes. Strong skills in training, facilitation, and participatory methodologies. Knowledge of the Palestinian local governance and civil society context is highly desirable.
