Prior Information Notice For Public Transport Services By Railways – Public Service Contract For The Provision Of Passenger Rail Transport Services On The Etoile Mancelle Lot. This Notice Is A Pre-Information Notice. The Public Service Contract To Be Awarded Concerns Services Organized By The Pays De La Loire And Normandy Regions. To This End, The Two Regional Organizing Authorities Constitute A Group Of Granting Authorities To Ensure The Award Procedure And The Monitoring Of The Execution Of The Contract. An Agreement Concluded Between The Pays De La Loire Region And The Centre-Val-De-Loire Region Pursuant To Article L. 21216 Of The Transport Code Entrusts The Pays De La Loire Region With The Responsibility Of Organizing The Passenger Rail Services Offered On The Interregional Link Le Mans – Château-Du-Loir – Tours From The Commissioning Of The Etoile Mancelle Lot, And Until The Expiry Of The Public Service Contract To Be Concluded. These Services Are Included In This Lot. The Award Of The Contract Is Planned At The Earliest In The Fourth Quarter Of 2028, With The Start Of Execution Of The Services Planned From The 2032 Annual Service. The Forecast Operating Period Is 10 Years Preceded By A Forecast Pre-Operation Period Of 3 Years. The Total Duration Of The Contract Will In Any Case Be Contained Within The Limits Provided For In Article 4 Of Regulation No. 1370/2007 Of October 23, 2007 Of The European Parliament And Of The Council Of 10.23.2007 Relating To Public Passenger Transport Services By Rail And Road, And Repealing Regulations (Eec) No. 1191/69 And (Eec) No. 1107/70 Du Conseil. It Will Be Specified In The Consultation File. The Start Date Of The Contract May Be Modified Depending On The Duration Of The Award Procedure. The Start Date Of The Pre-Operation Period Of The Contract Is Set For The Fourth Quarter Of 2028 At The Earliest And May Be Modified Depending On The Acquisition Of The Rolling Stock As Well As The Construction Of The Maintenance Workshop By Spl Régions Grand Ouest Ferroviaire. Missions Related To The Provision Of Passenger Rail Transport Services Described In This Notice May Be Entrusted To The Successful Tenderer And Will Be Defined Within The Dce.
