Software Package And Information Systems – 65-Bym-2025 Back System For Municipal Charging Posts In Oslo Municipality. Purpose And Scope Oslo Municipality C/O The Agency For Urban Environment (Henceforth Referred To As The Contracting Authority) Invites Tenderers To A Competition With Negotiations For The Procurement Of A Back-End System For Municipal Charging Infrastructure. The Contracting Authority Is Responsible For The Management, Operation, Maintenance And Development Of Municipal Urban Areas And Streets In Oslo. This Includes Common Areas Such As Roads, Streets, Car Parks, Meeting Places, Parks And Recreation Areas, Municipal Sports And Outdoor Facilities, As Well As Municipally Owned Areas In The Countryside And Inner Oslofjord. The Agency Shall Ensure Inviting Urban Areas With Good Cleaning And Waste Management, Planting In Parks, Lighting, Maintenance Of Streets, Roads, Footpaths And Bridges. Bym Is Also A Facilitator And Motivator For Sports, Leisure Activities, Nature Experiences, Public Health And Cultural Experiences, As Well As Responsibility For Parking And Charging Of All Types Of Vehicles On Public Roads And Streets. All Communication, Including Any Questions, Shall Be Conducted Through The Municipalitys Tender Management Tool. The Objective And Extent Of The Procurement. The Contracting Authority Wants To License A Csms (Charging Station Management System), A Complete Cloud Based System (Saas) For The Administration And Operation Of All Public Ac Chargers In The City. The System Shall Be Based On Open Protocols And It Shall Include Approx. 2,700 Existing Ac Chargers Of Different Makes, As Well As Approx. 200-400 New Ac Chargers Per Year. The Aim Is To Procure A User Friendly Cloud Based Service That Is Mainly A Standard Off The Shelf And Not A Specially Adapted Proprietary System. Note: Payment Functionality (Emsp) Is Not Included In The Requirements. This Will Be Handled By The Contracting Authority, But There Will Be A Need For Integrations With The Contracting Authority ́S Emsp. The Public Chargers Are Owned And Operated By The Contracting Authority, But Must Be Available For Private Operators As Agreed With The Contracting Authority. The System Must Be Able To Communicate And Interact With Other Internal And External Systems And App Solutions Through The Ocpi Protocol. Oslo Currently Has Over 122,000 Electric Vehicles, Making Up More Than 44% Of The Total Fleet, And The Number Is Increasing Rapidly. In 2025, 94% Of All New Vehicles Were Sold In Oslo Battery Electric Vehicles. This Means That We Have All Types Of Users, Regardless Of Age And Demographics. Easy Access And Use Of The Public Chargers Is Therefore Decisive. The Cloud Based Administration System Covers I.A.: • Remote Controlled Administration Of The Charging Network, Including Operational Diagnostics, Error Messages, Integration Of New Charging Points, Error Recovery And Restarting Charging Posts. • Relevant Statistics, Reporting Functions And Real Time Information.
