Tenders are invited for Consultancy for Structural Review, BOQ Verification, and Design Approval SUIDAC Project The consultant will act as the Independent Certifying Authority to review and certify the following six (6) infrastructure sub-projects prior to tender: 1. Construction of a one-storey building at Sheikh Muhumed Warsame school 2. Repair and rehabilitation of existing 18 latrine stances and construction of a new student playground 3. Reconstruction of two Halls at Gabiley Orphanage Centre 4. Extension of Gabiley General Hospital Emergency Department, 5. construction of a new ICU unit at Gabiley General Hospital 6. Covering of approximately 700 meters of drainage with steel covers 1. Scope of Work The consultant shall review the complete design packages for all five (5) sub-projects. This includes, but is not limited to: a) Comprehensive Design Review: · Structural Integrity: Verify all structural calculations, drawings, and details for safety, stability, durability, and resilience to local environmental loads (e.g., wind, seismic activity, flooding). Assess foundation design suitability for local soil conditions. · Architectural & Functional Compliance: Review spatial layouts, circulation, and specifications for functionality, safety, and full compliance with the Somaliland National Building Code and relevant sectoral guidelines (e.g., for schools, healthcare). · Inclusivity and Accessibility: Ensure designs adhere to principles of universal design, providing safe and independent access and use for persons with disabilities, children, the elderly, and other vulnerable groups. · Specialized Facility Standards: Verify designs against specific operational standards for educational (including WASH in Schools), healthcare (patient flow, infection control, medical gas systems), childcare, and public drainage infrastructure. b) BOQ Verification and Cost Validation: · Verify that all quantities in the BOQs are accurate and derived directly from the approved drawings. · Validate unit rates and total cost estimates for realism and completeness, identifying any significant omissions or inefficiencies. c) Environmental & Social Safeguards Compliance Review · Explicitly assess how the designs identify, mitigate, and monitor environmental, social, health, and safety (ESHS) risks in line with SUIDAC/EU safeguard requirements and international best practice (e.g., IFC Performance Standards). · Ensure designs promote gender sensitivity, child protection, and inclusive access, and incorporate appropriate measures for construction site safety and community protection. 1. Roles, Responsibilities, and Approvals · The Consultant acts as the Independent Certifying Authority. They are responsible for the thoroughness of the review and the integrity of the final approval. Their stamp/signature on the Design Approval Certificate is the key output. · Gabiley Local Municipality / SUIDAC Project Team will provide all existing design documents and facilitate communication with the original design teams to implement required revisions. · The consultants Design Approval Certificate is the primary technical authorization for proceeding to tender. No payment to the consultant will be made without the Project Managers acceptance of the final deliverables. 1. Key Deliverables 2. Inception Report: Detailed methodology, work plan, and checklist of standards to be applied. 3. Draft Technical Review & Compliance Report: A consolidated report for all sub-projects, detailing findings, required design revisions, and recommendations. 4. Final Design Approval Package: Issued only after all required revisions from the draft report are satisfactorily incorporated by the design team. This package must include: · Final Signed Technical Review Report. · Formal Design Approval Certificate stating the designs are ready for tender. · Annotated Set of "Approved for Construction" Drawings and BOQs (stamped by the consultant). 5. Consultant Profile The consulting firm/consortium must demonstrate: · A lead Registered/Chartered Civil or Structural Engineer with a minimum of 8 years of experience. · A multidisciplinary team with proven experience in: public building design, WASH facilities, healthcare infrastructure, and public works. · A verifiable track record of conducting similar independent design reviews. · In-depth knowledge of national building codes and international environmental & social safeguard standards (e.g., EU). 1. Ethical and Safeguard Commitments The consultant must maintain strict professional independence, impartiality, and confidentiality. They shall uphold the highest standards of integrity and explicitly apply "do-no-harm," child-protection, and gender-sensitive approaches throughout the review. The consulting firm/consortium must demonstrate: A lead Registered/Chartered Civil or Structural Engineer with a minimum of 8 years of experience. A multidisciplinary team with proven experience in: public building design, WASH facilities, healthcare infrastructure, and public works. A verifiable track record of conducting similar independent design reviews. In-depth knowledge of national building codes and international environmental & social safeguard standards (e.g., EU). 7.
