Tenders are invited for Legal Consultancy Services for Strengthening the Recognition of Prior Learning (RPL) System for TVET in Jordan Type Of Contract Consultancy Agreement Expected starting date 1st October 2025 Closing Date 31st January 2026 Duration 20 working days Application Deadline 30 September 2025 @ 12pm SCOPE OF THE WORK The consultant will: The consultant/firm will undertake the following tasks: 1. Review and Validate the Proposed RPL Assessment Process Examine the draft RPL certification and assessment procedures against existing laws, regulations, and national qualifications frameworks (NQF). Identify any gaps, overlaps, or inconsistencies with current legislation in the education, training, and labour market sectors that would hinder implementation of the RPL Provide recommendations for adjustments to ensure legal compliance, enforceability, and smooth integration into Jordans national system. Where needed, collaborate with an NQF/TVET expert to ensure the process reflects technical and sectoral realities. 2. Advise on the Legal Implications of the Fee Structure: Review the proposed categories of fees (e.g., application, assessment, certification) to ensure they are legally permissible under current laws. Advise on fairness, equity, and non-discrimination principles to ensure vulnerable groups (e.g., women, refugees, persons with disabilities) are not excluded. Highlight the legal risks of misaligned or non-transparent fee structures. Work jointly with an accountant or cost-recovery specialist (potentially from AQAC) to validate the sustainability of the fee structure while ensuring compliance with regulations. Develop or Review Criteria for the Selection and Certification of Assessors: Review existing assessor qualification requirements and map them against professional licensing standards and the NQF. 2 | Page Propose clear and transparent eligibility and selection criteria for assessors that can withstand legal and institutional scrutiny. Advise on the legal responsibilities and liabilities of assessors, including professional ethics and contractual considerations. Ensure alignment with AQAC accreditation rules and TVET standards.
