Background: A consortium between Oxfam, Right to Play (RTP), SHiFT and ALEF, is implementing a European Union-funded project entitled Working for Engagement, Acceptance and Mediation: A Community-based Approach to Social Cohesion in Lebanon WEAM. The project is implemented between March 2023 and February 2026 in Lebanon. WEAM aims to leverage experiences and complementarities to build consensus and stimulate lasting social cohesion initiatives in Lebanon following three working streams: addressing drivers of tensions at the community level by building on locally led solutions and responses; disseminating gender-responsive conflict prevention and resolution tools and methods; mainstreaming community-level social cohesion into EU community-based development programming. The project aims to contribute to a people-centred recovery of Lebanon by supporting a socially cohesive environment in line with the 3RF. The project involves a variety of stakeholders, including civil society, community groups, religious, political, media, and private sector actors, donor community, and the wider audience with a participatory approach. While the action is expected to cover all Lebanon, the project will focus on a total of 6 areas (for a total of 12 localities) characterized by high tension or increasing tension risks, but where nascent womens and youth community-based organizations have the potential, if supported, of being key agents of social cohesion. The prioritized locations include: Baddawi, Jabal Mohsen/Tebbeneh, el Mina (Tripoli); Fneidek, Mashta Hammoud/Mashta Hassan, Tikrit (Akkar); Ein Remmeneh/Chiyah, Hay el Gharbeh/Ghobeiri (Beirut); Barja (Mount Lebanon); Saida (South); Baalbek, Deir al Ahmar (Baalbek-Hermel). Work in this consultancy is focused in the following areas: Ein Remmeneh/Chiyah, Hay el Gharbeh/Ghobeiri (Beirut); Barja (Mount Lebanon); Saida (South). New areas could be covered based on the agreement or request of Oxfam. Purpose and Objectives As part of WEAM project, Oxfam is seeking an enumerator to support the monitoring and of a key component of the project that fall under outcome 1: Women and youths capacities to address and counter the drivers of social and political tensions within and among local communities are enhanced, specifically, under output 1.2: Monitoring of Sub-Granted Social Cohesion Projects. Under the direct supervision of RTPs MEL Specialist, the consultant will coordinate closely with Oxfams MEL Officer and RTPs project staff. The consultant is expected to coordinate data collection processes, provide technical support to sub-granted partners, ensure effective follow-up with them on MEL activities, and contribute to consolidation of data for reporting purposes. Expertise in monitoring, along with experience in working with community-based projects, is recommended for this role. Top of Form Expected Deliverables This opportunity is estimated at 20 working days, spread over the period from September to end of December 2025. This averages approximately 1 to 1.5 days of work per week, distributed as needed based on the deliverables. The enumerator is not required to work from the office, although in-person presence is required when coordination with the project or MEL staff is needed. The role also involves in-person meetings with Oxfams MEL focal point and travel along with RTP project team to Beirut, Saida, and Barja to meet with sub-grantees. The enumerators working days and activities will be documented and tracked through a shared work log accessible to both the consultant and Right to Plays MEL team Specific tasks required from the enumerator include: Executing tasks under monitoring of Sub-Granted Social Cohesion Projects under Output 1.2: A total of 17 local organizations and start-ups have been sub-granted to implement community-based projects aimed at addressing social tensions in their respective areas. Each sub-granted project has a dedicated MEAL plan, including specific indicators and data collection tools, to ensure ongoing monitoring and eventual evaluation of progress and impact. To support this process, the enumerator will work closely with the team to: Follow- up with each sub-grantee on the implementation its MEAL plan effectively, Verify that data collection, including disaggregated data, follows each sub-grantees MEAL plan, Track the collection of all required documents and means of verification, Cross-check the final MEAL reports submitted by sub-grantees, ensuring they align with the intended objectives, Document success stories and good practices from the sub-grantees, Compile the collected data into a final report that summarizes overall progress toward the project outcome. Timeline The total number of working days allocated in fulfilling these deliverables is set at 20 days that extends between September 2025 and the end of December 2025 spread according to the need. # Deliverable Details Estimated Level of Effort (LoE) Date 1 Documentation Folder for Each Sub-Grantee One organized digital folder per sub-grantee, including MEAL plan, tools, data collected, and means of verification. The enumerator is responsible for verifying alignment. 7 days this folder to be updated once per month after collecting and cross-checking the documentation from the sub-grantees with the team Ongoing 2 Technical Support Log for Sub-Grantees A summary log or matrix documenting the support provided to each sub-grantee, issues encountered, and solutions offered. 7 days ongoing as needed, each sub-grantee will require a different level of support Ongoing 3 Final Synthesis Report on Sub-Granted Projects Consolidated report capturing collective progress of the 17 sub-granted projects toward the overall outcome, including highlights of success stories and lessons learned. 6 days 31 December 2025 Qualifications of the Applicant The ideal candidate for the position should meet the following qualifications: Enrolled in or possess a degree in social sciences, social work, public health, gender, or equivalent work experience. Previous experience in data collection, field visits, or related fields, preferably within an (I)NGO. Thematic familiarity with social cohesion, youth engagement, or civil society strengthening initiatives. Excellent knowledge of the Lebanese context. Ability to demonstrate cultural sensitivity and openness to working with people from different gender and cultural identities, including refugees. Demonstrated ability to deliver high-quality reports. Availability to work on weekends and afternoon when needed. Excellent communication skills (oral and written) in Arabic and English.
