The third-party monitoring mandate contributes to an accountable, evidence-based, and effective implementation of Switzerland’s country programme in Ukraine 2025-2028. Third-party monitoring activities accompany the implementation of the Swiss country programme and thus contribute to improved steering, learning, a stronger evidence-base, and ultimately enhanced accountability re-garding the use of public funds. Ukraine is a high risk context for donors both in terms of security and reputation. Field access remains challenging due to the size of the country, distances, and security risks. Switzer-land is a donor with a comparatively strong operational capacity, yet the size and scope of the country programme, the variety of engage-ments (material support, reforms, construction; large number of local partners etc.), as well as limited staff resources strongly challenge the ability of the Swiss Cooperation Office in Kyiv to adequately monitor the current portfolio. Switzerland has been a frontrunner in localization and has entered into direct partnerships with local actors, which contributes to the sustainability of Swiss engagement. That said, such partnerships often require increased resources and follow-up from the Swiss cooperation team. The rapid budget increase by factor 10-15 turns the Ukraine programme into the largest cooperation programme for Switzerland. This requires an adaptation of existing instruments. Switzerland – similar to other donors – therefore uses third-party monitoring (TPM) of project activities, partner risks, and procurement processes. Objectives Switzerland’s Country Programme in Ukraine 2025-2028 is implemented in an effective, evidence-based, and accountable manner. |
