Following the request from the Ministry of Health (Ref.: No. 000993/MS/CAB-M/PF-BADEA dated June 24, 2024), requesting financial support of 210.6 million CFA francs (264,323.87 UC) for the development of Gabons health map, which is essential for guiding the countrys health policy. On this basis, the Department of Human Capital, Youth, and Skills Development prepared a submission to the Technical Assistance Fund for Middle-Income Countries (FAT PRI), which received a favorable opinion from the Grant Allocation Committee for an amount of 375,000 UC. The Departments request was for 375,000 UC because, after its initial request, the ministry mentioned other complementary activities related to the pharmaceutical sector and the revision of other planning and strategic documents. Project Objectives The objective of the health map, as indicated above, is to regulate and redistribute hospital facilities fairly across the entire country. The government creates the conditions for proactive spatial planning by making the creation of facilities with beds or heavy equipment subject to the needs defined by the health map. The health map thus sets indicators of needs by health sector and region. It determines forecasts and operational objectives for the entire range of healthcare and health services, including prevention, health promotion, and medical and social support. It is a tool for regulation, monitoring, and planning to ensure the equitable spatial distribution of healthcare services. It ensures that healthcare provision is in line with the needs and demands of the population. It is the policy for territorial equity in access to healthcare. From this perspective, the project to develop a health and pharmaceutical map will be implemented in Gabons ten health regions. |
