Senegal Project Notice - Programme To Promote Efficient Lighting Lamps

Project Notice

PNR 71461
Project Name Programme to Promote Efficient Lighting Lamps
Project Detail The program to promote efficient lighting lamps (PPLEEF) is in line with the objectives of the national transformation agenda “Senegal 2050”, which aims in particular to ensure universal access to electricity for the Senegalese population by 2034, and contributes to compliance with international agreements on the reduction of greenhouse gas emissions. Indeed, within the framework of international climate agreements, Senegal has submitted its Nationally Determined Contribution (NDC), the climate change mitigation component of which includes two intervention scenarios for emission reductions: (i) the scenario based on domestic and controlled funding, with a 5% and 7% reduction in emissions in 2025 and 2030, respectively, projecting energy savings of 627 GWh and a drop in demand of 127 MW; (ii) the CDN+ scenario, which is based on substantial support from the international community, with a reduction in emissions of 23.7% and 29.5% in 2025 and 2030, respectively, projecting additional energy savings of 3,402 GWh and an additional drop in demand of 688 MW. This project contributes mainly to the results in terms of climate mitigation. Thus, 100% of the total approved amount is allocated to climate finance, of which 100% is dedicated to mitigation. Project Objectives The objective of the PPLEEF development is to support the adoption of efficient, low-carbon lighting in Senegal, with an initial phase in urban and rural areas in the regions of Dakar, Thiès and Diourbel. The PPLEEF targets disadvantaged households and professionals in particular, who are especially likely to use inefficient lamps and benefit from electricity tariffs below the average cost. Achieving this objective requires a sustainable transformation of the supply and capacity building of the certification and control institutions for the distribution of efficient lamps. The benefits at the national level include not only deferred investments for new electricity production capacity but also (i) a reduction in peak-time electricity demand, (ii) better control of the growing demand for electricity without the installation of additional production facilities, and (iii) a reduction in emissions. The PPLEEF will make it possible to implement and validate the concept of financing low-carbon energy renovation through energy savings. This concept could be extended to other efficient equipment in the residential, commercial and industrial sectors. The PPLEEF will strengthen the capacity of the AEME for the development of energy efficiency projects and more particularly the implementation of the pillars for phase 2 of the general efficient lighting program and the operationalization of the Super ESCO. Beneficiaries The PPLEEF will be implemented in three regions of Senegal (Dakar, Diourbel and Thiès), including urban and rural areas. The population of these regions is estimated at 8 million inhabitants, the majority of whom are on low incomes. It is planned to replace the lamps in 698,000 households, including those headed by women (32%), and 80,000 small businesses in these regions, the majority of which are run by women.
