Management submits this proposal to award an AfDB loan of EUR 75.63 million (equivalent to UA 61.80 million) and an AGTF loan of EUR 43.00 million (equivalent to UA 35.14 million) to the Republic of Benin to contribute to the financing of the Programme for Achieving Drinking Water Security to Build Resilience in Rural Areas (PROSER MR). The programme is a results-based financing (RBF) operation in keeping with the implementation of the Government Action Plan (PAG) 2021-2026 which is the reference document for development in Benin. The project contributes to climate finance, with 87 million USD of the total approved amount dedicated to adaptation. Project Objectives The PROSER MR programme will contribute to the sustainable improvement of access to affordable, quality drinking water in rural areas. More specifically, the programme aims to: (i) supply drinking water to an additional 965,000 people; (ii) ensure the sustainability of tapped water supply;(iii) build the capacities of public drinking water supply stakeholders; and(iv) establish and operationalise the Beninese Water Infrastructure Company (SoBIE SA). Beneficiaries The programme will benefit rural communities in 10of Benin’s 11 Departments. The total rural population of the program area is about5,500,000 inhabitants. By end-2030, the direct beneficiaries of PROSER MR will be about965000inhabitants who will be served through network densification and household connections. The list of 40 MVDWSS is attached as Technical Annex 11. Among the beneficiaries, 2,420 young people (38% of them young women) will get jobs created by the project, 67% of which will be permanent. Women and girls, who are often responsible for fetching water, will benefit from the project and be able to invest more time in their education, personal and professional development and income-generating activities. |
