Project Name Building Resilience to Climate Change through WASH in Qardho, Dollow and South Galkayo
Project Detail The Ministry of Energy and Water Resources (MoEWR) of the Federal Republic of Somalia (FRS) will implement and coordinate the Climate Resilience Water, Sanitation and Hygiene (WASH) Project in South Galkacyo District and particularly in Horyal Internally Displaced Persons (IDP) Camp. Since 1991, Somalia has faced conflicts, political instability, governance challenges, and climate-related disasters. By 2023, the country had approximately 3.9 million internally displaced persons (IDPs) due to conflicts and violence, ranking it among the ten countries worldwide with the highest number of conflict-induced IDPs. The influx of displaced persons into relatively stable areas has increased pressure on already scarce and poorly functioning WASH (Water, Sanitation, and Hygiene) services in three cities and their surrounding areas. The cities of Qardho, Dollow, and South Galkayo, with populations of 100,000, 86,000, and 305,000 respectively, also host 20,000 (across six camps), 134,000 (across five camps), and 29,000 (across four camps) displaced persons. The project contributes to climate finance, with 5 million USD of the total approved amount dedicated to adaptation. Project Objectives The main aim of the project is to contribute to improving the living standards of the people living in target IDP camp through provision of sustainable water supply and improved sanitation services. The project has four key components, including: 1) rehabilitation and expansion of water supply systems; 2) expansion of sanitation and hygiene facilities; 3) climate-resilient investment studies; and 4) capacity building and institutional strengthening. Under component 2 of the project, target districts will benefit from water and sanitation infrastructures, including development of shallow wells; construction of water tanks; rehabilitation of existing boreholes, and construction of communal water points, latrines, and water mains. Upon completion, the project is expected to serve for underserved people who are internally displaced and vulnerable host communities. Beneficiaries The direct beneficiaries of the project are approximately 548,000 residents of the cities of Qardho, Dollow, and South Galkayo, including nearly 63,000 people who will directly benefit from the immediate rehabilitation and expansion of the water distribution network in these three cities. Following the planned downstream investments, the direct beneficiaries will be around 484,000 people across the three cities, particularly displaced persons and residents of vulnerable neighborhoods.
