Project Name Public Procurement Technical Assistance Project
Project Detail The estimated total project cost is UA 250,000 (USD 328,477), of which the Bank will provide UA 200,000 (USD 262,782), to be funded under the Middle-Income Countries Technical Assistance Fund (MIC TAF). The MIC grant will finance a consulting firm to undertake most activities under Components 1 and 2. Limited resources (about UA 8000) will be set aside for additional Procurement training to be delivered by a training institution. The Government will contribute the equivalent of UA 50,000 (USD 65,695) in-kind. This will finance the project management and coordination expenses, project audit and facilities for training/workshops. Project Objectives The project’s broad development objective is to enhance the efficiency, transparency and accountability of public procurement processes in Botswana through effective implementation of the Public Procurement Act. This will support the Government’s broader efforts to strengthen the public procurement function, contributing to fiscal sustainability objectives. Implementation will be in two phases: (i) Phase I (this phase) will focus on the review and development of Standard Procurement Documents and related capacity building; and (ii) Phase II (2026) will focus on the development of a Procurement Professionalization Strategy and its operationalization. The support to both the development of standardized procurement documents and capacity building will be delivered through technical assistance using a consulting firm. Beneficiaries The Bank has strong rationale supporting the Government of Botswana’s efforts to strengthen the public procurement framework and build capacity. The Bank has accumulated significant expertise in providing public procurement support to other Regional Member Countries, which can be shared with Botswana. The project is expected to yield immense benefits, including: (i) attainment of value for money in public procurement; (b) increased access to public procurement opportunities, including for women; (c) enhanced capacity of PPRA to deliver its regulatory function; (d) support for fiscal sustainability objectives; and (e) enhanced policy dialogue around public procurement, both within the context of the Economic Recovery Support Program (2021-2024) and the new PBO under discussion between the Bank and the Botswana Authorities.
