Project Name Uganda Learning Acceleration Program (ULEARN)
Project Detail The proposed operation will include an IPF component to build capacity to implement a results-based operation and support technical assistance (TA) required for achieving key results. The proposed IPF component would include the following activities: a. Program management, including risk mitigation and capacity strengthening in safeguards and fiduciary areas, based on the recommendations under the relevant assessments for the proposed PforR. b. Technical assistance on the development of a national primary school construction strategy to guide the Program’s and future school construction, including school facilities maintenance requirements. The strategy will support climate change considerations in infrastructure design, including energy efficient technologies, infrastructure that is resilient to climate vulnerabilities, environmental protection through tree planting, and water harvesting. c. Technical assistance on assessment of rehabilitation and expansion needs for traditional secondary schools and development of interventions to leverage high-performing traditional secondary schools as cluster centers to support other secondary schools. d. Technical assistance on EGR and EGM. The specific areas of technical assistance will be refined during project preparation but likely will include review and quality enhancement of existing EGR teaching guides, including on continuous assessment in the classroom; development of EGR materials in new languages; development of strategies and interventions to improve the transition from mother tongue to English-language instruction; and development of EGM materials. e. Technical support on data system integration and sustainability and on the use of data and evidence. f. Contracting of the IVA to verify the results of the DLIs.To improve teaching and learning in Early Grade Reading in target schools, improve learning environments in target schools, and increase the coverage of the Education Management Information System (EMIS) in Uganda.
