Since 2003, Luxembourg has been the main bilateral donor involved in the health sector in Kosovo. The Kosovo Health Sector Support Programme – Phase II builds on the achievements of the projects Strengthening the Prizren Regional Hospital (2003–2007) and the Kosovo Health Sector Support Programme. It aims to support the implementation of health sector reform and the development of management capacities within the Ministry of Health and health institutions, as well as the creation of new financing mechanisms. Achieving the projects overall objective of improving the quality of health services contributes to a sustainable improvement in the health of the population and equal access to the Kosovar health system. While the Kosovo Health Sector Support Programme project provided support in the development of health sector reform and key sectoral laws, the Kosovo Health Sector Support Programme – Phase II focuses on organizational development, training, and supporting the Ministry of Health in implementing health reform. The Kosovo Health Sector Support Programme – Phase II is aligned with the 2014–2020 and 2020–2023 Health Sector Strategies and the following core reform principles: redefinition of the role of the Ministry of Health as a regulatory body and strengthening of management, monitoring and evaluation capacities; decentralization of key functions and management responsibilities to health establishments and professional bodies; integration of health services to improve the quality of performance and ensure better synergy with the private sector; application of the learning by doing approach, which is reflected in the design of the project. The project is primarily focused on two general hospitals: Prizren General Hospital and Gjilan General Hospital. It also supports capacity building at the central Ministry of Health, as well as the Chamber of Physicians and the Kosovo University and Hospital Clinical Services. |
