Comprehensive and reliable quality data are essential for designing public policies to achieve the Sustainable Development Goals. Development data are important for informing national decision-makers, helping to prioritize development plans, and ensuring accountability to citizens. In this context, the National Institute of Statistics (INE) in Cabo Verde, as the central executive body for the production and dissemination of official statistics in the national statistics system, is called upon to produce reliable statistics that meet the needs of their various users. Since 2019, Luxembourg has been one of the INEs main technical and financial partners thanks to its support in updating the 5th General Population and Housing Census (RGPH-2021), which represents the largest statistical operation carried out by the INE to date. The results of this census were essential for consolidating the monitoring and evaluation process of the Strategic Plan for Sustainable Development, as well as for the future monitoring of the different phases of Cabo Verdes Ambition 2030 and the commitments made by the country at the international level. Support for the RGPH-2021 highlighted a number of areas that could benefit from additional support from Luxembourg to assist the INE in its role as the armed wing of the national statistics system. Considering the constructive partnership that has since been formed between the INE and the Luxembourg Cooperation, notably through recent support for the household expenditure and income survey, Luxembourg has decided to continue strengthening the INEs capacities until the end of the Development-Climate-Energy Indicative Cooperation Programme (2021–2025). The overall objective of this additional support is to contribute to the implementation of Cabo Verdes National Strategy for the Development of Statistics (2022–2026). Thus, the intervention aims to strengthen the capacities of the Cabo Verdean National Institute of Statistics (INE) so that it can contribute to the overall vision of the national statistics system. The latter is to become a modern, open, comprehensive, and sustainable national statistical system that meets high quality standards in the production, analysis, and dissemination of official statistical information in an efficient and innovative manner, meeting the needs of different users and enabling knowledge of Cabo Verdean society. The contribution to this objective is achieved through the following three results: strengthen the human, material and technological capacities of the INE; improve the coverage and quality of statistics production; strengthen communication, dissemination and use of official statistics. The intervention also contributes to filling gaps in the production and dissemination of statistics in priority sectors of Luxembourg Cooperation in Cabo Verde, such as the energy transition and climate action. |
