The employment and employability sector support programme is funded under the Development-Climate-Energy Indicative Cooperation Programme, which is designed as Luxembourgs response to support Cabo Verdes socio-economic and environmental development policies and strategies during the period 2021–2025. This program is aligned with Cabo Verdes priorities as defined in the national strategy for the promotion of decent employment. Through this support, Luxembourg intends to contribute to Cabo Verdes efforts to achieve Sustainable Development Goal 8, namely: Promote sustained, inclusive, and sustainable economic growth, full and productive employment, and decent work for all. The program is a continuation of Luxembourgs previous interventions in Cabo Verde. It aims to contribute to increasing the job offer and the employability of candidates and, consequently, the number of sustainable (self-)created jobs in Cabo Verde. In this context, the program supports the Ministry of Finance and its Directorate of Employment, which oversees the vocational training and employment sector, thus involving institutions and actors, municipalities and local authorities, the business sector and other relevant stakeholders to strengthen the links between vocational training and labor market needs. Particular attention is paid to the rational, innovative and decentralized response to the challenges of integrating trained and skilled people into the labor market with a view to sustainable economic and social development. The program plans to achieve its medium/long-term objective, in particular through: the development and promotion of a quality training offer, accessible to all, in line with the job market; the promotion of fair and inclusive socio-professional integration of trainees; strengthening the management of the employment and employability sector by the Cabo Verdean government, with a clear division of roles between the different actors; and an increase in the number of sustainable jobs and self-employment. This is conditioned by both an increase in the number of job opportunities and an increase in employability. The program will primarily benefit young people (aged 15–35). Among them, priority groups will be women and the most vulnerable (including those who are not studying, working, or in training). Gender equality and womens empowerment, social inclusion issues, and human rights are priority issues for Luxembourg and its foreign policy, and constitute the main areas of intervention for this program. Another key cross-cutting theme concerns the implementation and adaptation of digital management and planning tools aimed at modernizing institutions in the sector. The interventions carried out within this framework focus on: improving sector management; the modernization of vocational training establishments; the promotion of distance learning; the development of digital skills; and support for digital entrepreneurship. In this spirit, the programme constitutes an essential instrument to contribute to good governance in the sector and to enable Luxembourg to continue to assume its leading role among Cabo Verdes technical and financial partners. |
