Activities of PACT2 will enhance sectoral institutions and capacity for improved resilient infrastructure and connectivity. These activities are expected to result in 200 km of an upgraded road corridor (integrating ducts for fiber-optic and electricity transmission cables), the construction of 2 critical bridges spanning 200 meters and 700 meters respectively; a legal framework for the creation of streamlined strategic sector institutions; a medium-term integrated climate-resilient Multimodal Transport Priority Investmement Program; strengthened capacity of local road construction industry/SMEs including access to credit lines/finance; trained engineers and transport specialists; a national road safety database; a post-crash response system and climate-resilient and gender-responsive socioeconomic infrastructure. These outputs are anticipated to lead to the intermediate outcomes that include improved climate-resilient road connectivity, strengthened digital connectivity and electricity transmission, enhanced transport governance and planning, improved road safety and year-round access to socioeconomic infrastructure. The longer-term outcome would be improved, safe, and climate-resilient transport connectivity in DRC.. The development objectives are to (i) provide climate-resilient, safe and sustainable connectivity along the 200 km section of RN2 from Mbanga to Lualaba River; and (ii) enhance institutional and regulatory capacity in the DRC transport sector. |
