The development of Burkina Fasos education system has long been the subject of long-term planning. While the education system has seen a significant increase in enrollment at all levels of education over the past 15 years, thereby improving school coverage, this positive dynamic is still far from meeting the full potential social demand expressed through the school-age population. Beyond the necessary improvement in school coverage, it is above all the retention problems at the different levels of education that must be addressed to achieve this. Taking this situation into account and in the context of the development of its new development framework, namely the National Economic and Social Development Plan for the period 2016–2020, Burkina Faso renewed, in July 2017, its sectoral planning for the period 2017–2030 with a view to achieving the Sustainable Development Goals in education and training. Since education, technical education and vocational training are among the focal sectors of the 3rd Indicative Cooperation Programme between the Grand Duchy of Luxembourg and Burkina Faso, it was agreed to provide support for the implementation of the PSEF over the period 2018–2020 through this programme. The logical framework and objectives of this support are aligned with those of the PSEF. The support is structured around two components, namely: A contribution to the Treasurys Special Allocation Account (CAST): this component aims to support the implementation of the annual action plans of the Ministry of National Education and Literacy based on the policies and strategic orientations of the PSEF and, according to the disbursement modalities defined in the Joint Financing Protocol signed between the Government of Burkina Faso and the technical and financial partners of CAST. CAST, as a modality for financing education, is a concrete response to the commitments of the Paris Declaration on Aid Alignment and Effectiveness. It is integrated into the Finance Act in the form of a revenue and expenditure budget separate from the general budget. Beyond the modalities for allocating financial resources, the operation of CAST also promotes the sector-wide approach with the Ministry of National Education and Literacy and technical and financial partners, by fostering political and technical dialogue on key sectoral themes and monitoring sector performance. Capacity building support: This involves supporting the management of the education and training sector through information and communication technologies. It aims to improve human resource management and will also contribute to improving the monitoring of the progress of each students school curriculum in all cycles through a unique identifier, as well as improving the quality of school statistics. Ultimately, the objective is to have an integrated platform for monitoring students school curriculum, personnel management and school statistics in order to improve the quality of information processing processes while avoiding human errors and achieving savings in terms of time and financial resources. The implementation of the program is not subject to a specific management mechanism. In terms of coordination, the aim is to align with the existing system at the national level. To this end, Luxembourg Cooperation will actively participate in the bodies that manage and monitor the implementation of the PSEF. These are mainly: of the sectoral dialogue framework which is the monitoring and evaluation body of the PSEF; of the partnership framework which organizes the dialogue between the government and the technical and financial partners of basic education; of the joint monitoring mission which carries out in-depth monitoring of the development of the basic and secondary education sector and formulates recommendations and guidelines for efficient implementation of the action plan for the current year. |
