The conflict in Ukraine has caused significant disruptions to the countrys energy infrastructure, severely straining its ability to maintain electricity supply to homes, hospitals, schools, and businesses. This assault on Ukraines energy infrastructure has resulted in widespread power outages, damage to heating systems, and significant difficulties in providing essential services. By 2024, Russian aggression is estimated to have destroyed more than 80% of the countrys thermal power generation capacity and significantly damaged its hydroelectric infrastructure. As the war continues, the destruction of Ukraines energy infrastructure has exacerbated the humanitarian crisis, leaving millions of people without access to basic energy needs. At the same time, the global energy crisis, compounded by geopolitical instability, has made it difficult to secure the resources needed to rebuild and stabilize Ukraines energy sector. It is in this context that international efforts, notably the Ukraine Energy Support Fund (UESF), have become essential to provide immediate assistance and long-term solutions to Ukraines energy needs. The UESF was established under an agreement between the European Commission and the Ukrainian Ministry of Energy to provide financial support to the Ukrainian energy sectors efforts to repair damage and continue its operations. The Luxembourg Cooperation project contributes EUR 2,000,000 to the UESF and aims to provide the Ukrainian population, administration and economy with a level of energy supply that will enable them to cover their basic needs and operate at least services and the economy. Contributions to the fund are used to finance the most urgent needs of Ukrainian energy companies, such as equipment, spare parts and other technical items, as well as fuel and services needed to repair infrastructure and maintain energy and heat supplies in Ukraine. |
