In Mongolia, cardiovascular disease (CVD) is a priority public health problem. This has prompted the Luxembourg government to assist the Mongolian government in combating CVD since 2001. This project is the 5th phase of the intervention. Support began with strengthening the cardiovascular and cardiology service referral system, both at the provincial and central levels, in order to adequately treat referred patients and reduce unnecessary and costly medical referral services. Compared to previous phases of the project, the project focuses more on supporting the national action plan for cardiovascular disease prevention. By focusing on prevention, the project targets some of the many determinants of CVD, such as lifestyle factors (e.g., diet, smoking, alcohol abuse). In addition, South-South cooperation between Mongolia and the Lao Peoples Democratic Republic is encouraged to leverage Mongolias considerable experience in telemedicine and interventional cardiology. The project aims to reduce the incidence/mortality rate of cardiovascular diseases of various etiologies (hypertension, coronary heart disease, valve problems due to streptococcal infections, and coronary heart disease). This project is part of Mongolias Sustainable Development Vision 2030, whose goal 3 states: Reduce major non-communicable diseases, health risk factors, and preventable deaths through active and inclusive partnership between individuals, families, communities, and organizations. Strengthening the National Cardiology Centre (NCC) was considered the best option to ensure the sustainability of the activities implemented by previous projects. Support is structured around four results areas: the national strategy for the prevention of CVD is supported by the project with specific activities; NCCs surgical capacity and integrated cardiac care are further strengthened; cardiovascular health services are further strengthened at all levels of the national health care pyramid; the NCC is strengthened and institutionalized. This project continues to cover all 21 provinces and nine districts of the Ulaanbaatar urban area. Following on from the previous phases of this intervention, the primary (direct) beneficiaries of the project are all hospitals involved in the project nationwide and all NCC staff, while the secondary (final) beneficiaries are CVD patients and the entire Mongolian population, through the improvement of the NCC and all cardiovascular services across the country. |
