South-South and triangular cooperation represent a strategic lever for accelerating the implementation of the United Nations Sustainable Development Goals (SDGs). By promoting the exchange of knowledge, technologies, and best practices between developing countries, it enables the design of inclusive solutions, adapted to local realities, and based on solidarity. In this context, Luxembourg is providing technical and financial support to the Government of El Salvador to strengthen its role as a key player in this type of international cooperation. This intervention aims to strengthen the capacities of Salvadoran public institutions, positioning the country as a provider and beneficiary of technical cooperation at the regional and international levels. This initiative is fully in line with SDG 17, which promotes the strengthening of global partnerships for sustainable development, with an emphasis on international cooperation, knowledge sharing, and mutual support between countries. The project benefits from the evaluation and lessons learned from previous interventions by Luxembourg Cooperation in this area, notably the Program to Strengthen South-South Cooperation in El Salvador, implemented within the framework of the Salvadoran Fund for South-South and Triangular Cooperation. Objectives and logic of intervention The general objective of this intervention is to consolidate El Salvadors participation in international cooperation spaces, as a country with a dual role: provider and requester of cooperation. The specific objective is to strengthen the capacities of the Salvadoran State to design, implement and coordinate South-South and triangular cooperation initiatives, thus contributing to the sustainable development of the country. The project is therefore based on three main axes: the strengthening of the Salvadoran Agency for International Cooperation (ESCO) in its role of coordinating South-South cooperation activities; the development of technical capacities of sectoral public institutions to manage South-South cooperation projects; the financing of specific cooperation projects between El Salvador and its partner countries. |
