The project will strengthen the institutional and human resource capacity of selected ministries within the Governments of the RMI (GoRMI) and the FSM (GoFSM) in the areas of procurement, financial management, environment and social safeguards, monitoring and evaluation, contract and project management. The expected outcome of the investment would be improved WB project management and performance through strengthening institutional capacity and enhancing technical skills. This will be achieved by improving the performance of fiduciary, E&S and M&E management capabilities and developing a sustainable skilled labor workforce through HR and labor initiatives to attract, train and retain talent. The project consists of three components: (i) strengthening institutional capacity; (ii) enhancing human capacity; and (iii) project management. The project will support a detailed review of the Central Implementation Units (CIUs) in the North Pacific and implement measures to streamline and enhance the efficiency and efficacy of the units to CIU successor arrangements (CSAs) for improved project delivery. The project finance will include consultant costs, operational travel, training, goods and equipment and incremental operating costs. |
