The development objective of Disaster Risk Management Development Policy Financing with a Catastrophe Deferred Draw Down Option Project for Somalia is to support the Federal Government of Somalias (FGS) reform program to improve the country’s institutional, regulatory and response and preparedness capacity to manage climate and disaster risks. After a series of restructures and moves, the Somalia Disaster Management Agency (SoDMA) has become the focal point for the federal government on disaster preparedness and response. The most recent comprehensive assessment of Somalia’s Emergency Preparedness and Response (EP&R) capacity, released in 2022, offered a sobering view of the country’s readiness for disaster. The evolution of the World Bank’s DRM portfolio in Somalia reflects a phased and programmatic approach. Through these engagements over nearly a decade, the government has made significant progress in advancing policy and institutional foundations for DRM. The operation is aligned with the World Bank’s Country Partnership Framework (CPF) (FY24–FY28). The DPF with Cat DDO is also in line with the World Bank Gender Strategy 2024-2030. This operation aligns with the goals of the Paris Agreement. This operation builds on lessons emerging from DPFs prepared in FCV contexts. An Independent Evaluation Group report on engaging with fragile states highlights the importance of focusing on politically feasible reforms that can build momentum for future changes, with an emphasis on restoring and strengthening basic state functions. To balance the need to implement durable policy changes, accompanying institutional reforms and technical assistance are also in place, with close links to IPFs and IFC advisory support. The reforms target areas where there is ongoing collaboration with government counterparts and development partners, which helps ensure complementarity and coordination of efforts.
