The proposed Bangladesh Sustainable Recovery, Emergency Preparedness and Response Project (B-STRONG) aims to address recovery and reconstruction needs as well as strengthen disaster resilience of the country, following a Building Back Better approach. Component 1 on People Centric Resilient Infrastructure will support affected and vulnerable communities through the resilient reconstruction of basic infrastructure damaged by the floods. Subcomponent 1.1: Resilient rural infrastructure will finance the construction, rehabilitation, and reconstruction of flood-affected rural infrastructure and facilities under LGED’s jurisdiction. Subcomponent 1.2: Flood protection rehabilitation will support the rehabilitation, repair, and construction of flood protection infrastructure through a combination of interventions in selected districts. Component 2 on Livelihoods Recovery and Enhancement Support will support the restoration and enhancement of livelihoods of the flood affected population through services that support economic opportunities for affected households. Subcomponent 2.1: Community empowerment and institutional strengthening will support a program of activities aimed at establishing and strengthening community institutions, including: (i) mobilization efforts at the community level to form community institutions; (ii) provision of sub-grants to the Village Development Fund and the CCS and RCS to implement community plans, institutional development activities, and activities to improve climate-resilient livelihood facilities; and (iii) awareness-raising activities related to hygiene, nutrition, and disaster preparedness. Subcomponent 2.2: Enhancing sustainable livelihoods will offer a package of services to enhance earning opportunities of beneficiaries to build their resilience to shocks, including (i) provision of one-time cash transfers, sub-loans, and stipends; (ii) skills development training on market-driven needs and financial literacy; and (iii) provision of sub-grants for the Productive Investment Fund to producer alliances to support business development, market linkages, and product promotion. Component 3 on Community Recovery and Resilience to Disasters will utilize the shock-responsive window of DDM’s national poverty-targeted public works program to support flood affected households, and strengthen community disaster preparedness and response. Subcomponent 3.1: Providing livelihood opportunities to communities through EGPP+ will support the Employment Generation Program for the Poorest Plus (EGPP+), which is the shock-responsive window of DDM’s national poverty-targeted public works program. Subcomponent 3.2: Strengthening community disaster preparedness and response will support community preparedness and response to disasters through (i) the supply of rescue boats and equipment, and (ii) training, exercises, and drills (TEDs). Component 4 on Agricultural System Restoration will support the improvement of food security and nutrition through an enhanced climate-resilient agricultural production system as well as the rehabilitation of critical seed and fertilizer storage with irrigation infrastructure. Subcomponent 4.1: Sustainable agricultural production support will enhance agriculture production through technology adaptation, and foster agricultural mechanization. Subcomponent 4.2: Rebuilding irrigation, drainage and storage facilities will rehabilitate damaged irrigation infrastructure, and reconstruct drainage networks and storage facilities under BADC’s jurisdiction. Component 5 on Project Management, Coordination, Monitoring and Evaluation will support the day-to-day administration, management, coordination, monitoring, and evaluation of activities by the Project Implementation Units (PIUs). This component comprises Subcomponent 5.1: Project Management, Coordination, Monitoring and Evaluation of LGED, BWDB, and DAE; Subcomponent 5.2: Project Management, Monitoring and Evaluation of SDF; and Subcomponent 5.3: Project Management, Monitoring and Evaluation of DDM. Component 6 on Contingent Emergency Response will ensure provision of immediate response to an eligible crisis and contribute to immediate and effective response. Any unused balance under the other components can be reallocated to this Contingent Emergency Response Component, in the event of an emergency. The project development objectives are to (a) rehabilitate and enhance the resilience of critical public infrastructure and (b) support flood-affected households to strengthen livelihoods. |
