In 2010, the Philippine government enacted the Disaster Risk Reduction and Management Act (DRRM) to establish a system to reduce and manage disaster risks in advance. However, in watersheds with capital accumulation areas in the Philippines, there is an urgent need to update master plans and promote implementation of flood control measures, taking into account the changing socio-economic conditions and Climate Change impacts that accompany economic development. This project will promote the implementation of specific flood control measures in the Passig-Marikina and Cagayan River basins by updating the master plan based on flood risk assessment including Climate Change impacts, conducting pre-feasibility studies for priority projects, and improving the coordination capacity of relevant agencies throughout the basin, The goal is to reduce flood risks.
