Project Name Malawi Contingent Emergency Response Project (MW CERP)
Project Detail Malawi is highly exposed to several hazards, including flooding, cyclones, droughts, landslides and earthquakes. Of these, droughts and flooding pose the most significant and recurring risk, affecting an average of 100,000 people by floods and 1.5 million people by droughts each year. This operation is part of the World Bank’s expanded Crisis Preparedness and Response Toolkit, designed to support multiple eligible crises over a six-year period. It will support rapid disbursement of funds to support vulnerable populations and critical economic activities during eligible crisis to mitigate the immediate impacts of crises on vulnerable populations by aiding access to critical inputs and the resources needed for recovery. As per the positive list in the approved Project Implementation Manual, these include: 1) Emergency Livelihood Support to Households: direct emergency income support to people/ households affected by disasters by scaling cash transfers and cash-for-work programs. This will aid in stabilizing their livelihoods, smoothen consumption and enhance their ability to source food and items for basic needs. 2) Provision of Essential Services/Supplies: acquisition of food staples; procurement of pharmaceuticals, medicine, medical supplies critical medical equipment, PPE, and various diagnostic tools (excluding chlorine and diagnostic equipment using radioactive substances); acquisition of veterinary medicines and supplies; purchase of agricultural inputs; acquisition of essential supplies (e.g. bailey bridges, tents, personal hygiene kits, etc.); rental of light critical equipment for restoration of access (e.g. shovels, spades, wheelbarrows);and purchase of green cookstoves; and 3) Emergency Response Coordination and Management: financing for emergency response, coordination and management (excluding financing to law enforcement agencies) and including technical assistance. The positive list is further guided by an exclusion list included in the ESMP. The Project Development Objective (PDO) is to respond promptly and effectively to an eligible crisis or emergency in Malawi.
