The main objective of the project is to develop a concerted program of actions designed to increase the resilience of local populations in the face of various phenomena, degrading local water resources, reducing the area of ??arable land and compromising the richness of biodiversity hosted by the aquatic environments represented by permanent ponds. However, so that the design of this program truly responds to the issues as perceived by stakeholders, so that its implementation is supported by real support from local actors for the solutions adopted, an intercommunal governance mechanism, inclusive, participatory, and sustainable, must be put in place and led, inspired by the French procedure known as the River Contract. The establishment of this River Contract represents the method for developing the concerted program, and therefore the second objective of this operation. Finally, so thatto ensure that decisions are adopted on the basis of a real understanding of the current phenomena and functional dysfunctions in the management of these different resources, water and food, the debates, proposals and then decisions regarding action priorities will be based on the conclusions of two diagnoses, one socio-economic, the other hydrological, carried out at the start of the operation.
