Project Detail Location: Ukraine Project number: 54740 Business sector: Municipal and environmental infrastructure Notice type: State Environmental category: B Approval date: 17 Sep 2024 Status: Approved English-language PSD published: 18 Sep 2024 A senior loan of up to €10 million loan to Communal Enterprise "Ternopilelectrotrans" (the "Company") to finance the acquisition of new trolleybuses along with essential maintenance and diagnostic equipment and the modernisation of a traction substation. The EBRD loan is part of a broader financial package, which also includes €1 million co-financing from the City, as well as €4 million investment grant from Canada provided through the High Impact Partnership on Climate Action ("HIPCA"). Given war-triggered risks related to vulnerability of the energy infrastructure, which remains a primary target of Russian missile attacks across Ukraine, the loan will benefit from a partial guarantee provided by the Government of Spain on a pari passu basis. Project Objectives The proceeds of the EBRDs loan and the Canada HIPCA grant will be used for the acquisition of new trolleybuses along with spare parts, maintenance and diagnostic equipment as well as modernisation of traction power substation. The renewal of the trolleybus fleet and the modernisation of traction power substation will improve the reliability and quality of services for public transport users, as well as improve air quality through reduced Nitrous Oxides ("NOx") and Particulate Matter ("PM") emissions. The total Green House Gas ("GHG") emission reduction from the Project implementation is calculated to be 7,570 tonnes of CO2e per annum. The installation of surveillance cameras inside trolleybuses will enhance the safety of public transport services, while the modernisation of traction substation and depot will also play an important role in improved energy efficiency and reliability of the catenary network operation, which is especially critical in view of the recent attacks on the energy infrastructure of Ukraine. The Project plays a vital role for vulnerable groups of population such as war veterans, and for over 28,400 of Internally Displaced Persons ("IDPs"), who had to relocate to Ternopil from the temporarily occupied territories or territories close to the frontlines, as it improves access to safe and reliable public transportation. A recent EBRD report on gender-based violence in Ukraine has found that displaced women are more than three times more likely to experience gender-based violence and harassment than non-displaced residents. Women and children are also at higher risk of trafficking and exploitation.
