Project Name PASEM 2 - Support Program for the Livestock Sector in Mali
Project Detail Livestock breeding, adapted to the Sahel ecosystem, is crucial for the development of the regions of Mopti, Timbuktu and Gao, despite the effects of climate change, insecurity, low productivity and insufficient resources. infrastructure. Through its experience, Switzerland will strengthen the resilience of 85,000 breeders and pastoralists, contribute to the easing of conflicts and economic recovery, and offer opportunities to young people and women in the livestock, meat and dairy sectors. In Mali, 30% of the population works in the livestock sector. It contributes 38% to rural sector production and 14.8% to national GDP. The export of live livestock brought in around CHF 212 million in revenue in 2017, and constitutes the third source of foreign currency after gold and cotton. However, livestock farming is faced with the harmful effects of climate change, insecurity, low productivity due to insufficient infrastructure and organization of stakeholders. The occupation of transhumance trails and pastoral areas by agriculture and urbanization, road harassment, livestock theft and non-harmonized pastoral patterns hinder mobility and the marketing circuit for livestock and meat. We note a weak establishment of financial structures (bank and Micro Finance Institution or Decentralized Financial Service) offering appropriate services to players in the sector. This second phase aims to strengthen the achievements of the first phase and improve investments and product competitiveness for the benefit of the milk and livestock-meat sectors. Also, In addition, the promotion of livestock insurance is an opportunity to strengthen resilience in the regions of intervention. Objectives Contribute to improving the framework conditions allowing actors in value chains, including vulnerable people, to have fair, peaceful and sustainable access to natural resources, livestock and other infrastructure, markets and quality services , thus allowing the socio-economic development of businesses, including family farms, and the creation of jobs, particularly for the poor, women and young people.
