Project Name IMPROVING BASIC HEALTH CARE, LIBYA
Project Detail Basic health care in selected communities in Libya has improved in terms of quality and access for disadvantaged population groups. Project number: 2018.1827.7 Status: running project The health sector in Libya is fragmented and fragile due to the ongoing political crisis. At the primary health care level, which is the first point of contact for the delivery of health services, health facilities cannot maintain sufficient levels of care. Furthermore, there are no specific measures for vulnerable population groups to improve their access to health services. Goal The quality of health care in selected communities in Libya is improved. Vulnerable population groups in particular have better access to medical services. Approach The project promotes the provision and expansion of primary health services in Libya through projects. The target group is primarily the vulnerable population in eight selected communities, primarily in the west and south of Libya. In each community, the functionality of the existing basic health facilities is first examined. Depending on needs, support includes repairing or modernizing premises, providing equipment, servicing and maintaining medical equipment or procuring medication and diagnostic tests. Expert advice on clinical guidelines and support in the implementation of quality standards are also part of the project. The project also supports health facilities in expanding their range of services to include offers for vulnerable groups - for example the treatment of people with disabilities or psychosocial advice. Actors at all levels of the health system, as well as health workers and patients, are involved and work together to develop and implement measures to improve access for vulnerable groups. In addition, the project supports further training for employees of PHCCs as well as the training of trainers who offer further training on site in the basic health facilities. GIZ and its partners advise the Ministry of Health to introduce the World Health Organization (WHO) "Family Practice Approach (FPA)" in basic health facilities, which focuses on peoples health needs and their expectations of health care. In this way The role of health committees at community level in improving access to health services for vulnerable groups has also been strengthened. The non-governmental organization “International Medical Corps (IMC)” is the local implementing partner. PROJECT DESCRIPTION (EN) Context The health sector in Libya is fragmented and fragile as a result of the ongoing political crisis. The state-run Primary Health Care Centers (PHCCs), which offer general medical care primarily for people with low incomes or who are in need of support, are unable to maintain adequate levels and quality of the services offered. In addition, there are no specific measures to improve health care access for particularly vulnerable groups, such as those with disabilities or psychosocial disorders. Barriers to access also need to be dismantled for girls, women and migrants, and preventive measures to help people stay healthy need to be promoted.
