Project Detail The proposed knowledge and support technical assistance (TA) will support improved public administration, digitalization and decentralization of public services for property rights and legal entities registration. This will be achieved by the introduction of upgraded technology and digital solutions, supported by capacity building in 260 soums (Districts) of Mongolia, benefiting an estimated x thousand people. The TA builds upon a previous TA, which supported Mongolia to strengthen its State Registration System for civil registry services, rated successful by ADBs evaluation department. The TA is aligned with the governments New Recovery Policy, pillar 6, Recovery of Public Productivity, which emphasizes the need for digitalization to reduce bureaucracy. The TA is aligned with the governments New Recovery Policy, pillar 6, Recovery of Public Productivity, which emphasizes the need for digitalization to reduce bureaucracy. The TA is also aligned with government programs including the "E-Mongolia" and One Citizen-One Registration Program , which envisage a single standard for government electronic services and which are identified as priorities within key government planning documents, including Vision 2050 and the Government Action Program 2020-2024. The TA is aligned with ADBs country partnership strategy, which supports digital transformation and inclusive social development, including in rural areas, as well as Strategy 2030 Operational Priority six, strengthening governance and institutional capacity. Project Rationale and Linkage to Country/Regional Strategy Limited Accessibility to State Registry Services for property rights and legal entities registration. ADB has supported improved accessibly to state registry services in Soums though previous TA (footnote 1), but registry services for property rights and legal entities is still not accessible at the level of the Soum and can only be accessed at the Provincial Registrars Office (with one office available in each of Mongolias 21 Aimags (Provinces)). Property rights are reasonably well developed in Mongolia and all properties (land and buildings) and associated property transactions, are required to registered. This is important as it supports security of home ownership and private sector development. Likewise, legal entities and any change to a legal entity should also be registered. Limited accessibility means men and women must travel long distances, largely on unpaved roads and often in harsh weather conditions, to access State Registry Services within Provincial centers, which typically takes several days due to travel time as well as the need to wait for registry services to be completed. This results in hardship and lost economic opportunity for men and women and institutions. Outdated and paper-based systems. Mongolia policy and planning documents emphasize the importance of Mongolia becoming a digital society, reducing bureaucracy and increasing transparency of information. In 2021, the government released an online portal, E-Mongolia, which digitizes 839 services across 71 government bodies. The technology used by the State Registrar for recording property rights is poor, outdated (created in 2012) and requires upgrading to strengthen data quality, accuracy, integrity and useability, as well as to enhance interface with other systems such as E-Mongolia. Currently property rights are only available in paper form, whereas an upgraded system would allow for transition to a hybrid system of both paper and digital property rights. This will enhance data integrity and support ease of transacting in property. The information technology system used to register and record legal entities was upgraded more recently, in 2017, and is satisfactory but requires additional improvements to support the provision of digital certificates, which are currently paper based. Weak government capacity in Soums. Government capacity to administer state registration services has improved, but requires further enhancing, particularly for property rights and legal entity registration at the level of the Soum.
