Project Name Support for the tax cadastre of Burkina Faso in the communes of Ouagadougou and Bobo-Dioulasso
Project Detail The land register is a set of plans and administrative files which list all the real estate properties located in each municipality. The Burkina Faso land registry support project is part of the 3rd Indicative Cooperation Program between Burkina Faso and the Grand Duchy of Luxembourg which covers the period 2017-2021. Improving land governance is at the heart of development issues in Burkina Faso. Thus, through the second National Economic and Social Development Plan (2021-2025), the Burkinabe government is committed to adapting agrarian and land policies as well as their management with a view to ensuring equitable access to this resource. Initiated in December 2021 for a period of two years, the BKF/027 project aims to contribute to the establishment of a multipurpose land registry in Burkina Faso, which constitutes an infrastructure for sustainable development. A versatile cadastre supports the four functions of land management: tenure (who owns and by virtue of what); value (property assessment for tax purposes); use (land use); And development (territorial planning). The project, given its duration and budget, does not aim to set up the multi-purpose cadastre itself, but the first elements enabling it to ultimately achieve the multi-purpose cadastre. Once operational, the multipurpose cadastre will reduce the number of disputes related to land, improve the business climate and increase tax revenue related to land. The BKF/027 project aims for two results: strengthening the capacities of the General Directorate of Taxes in its responsibilities related to the land register; the dematerialization of the management of cadastral documents. The first result includes three activities around: support for the development of a cadastral strategy with a view to setting up a multi-purpose cadastre; training of staff of entities linked to the land register; and thinking about simplifying cadastral registration procedures. The second result consists, on the one hand, in the digitization of the priority collections of cadastral archives in Ouagadougou and Bobo Dioulasso, and, on the other hand, in the establishment of a dematerialized chain of new cadastral and land documents.
