Project Detail The transaction technical assistance (TA) will finance the preparation of Yerevan Urban Development Investment Project involving the construction of a 1.8-kilometer (km), six-lane access controlled urban road in Armenia. The TA will finance output 2 of YUDIP, i.e., institutional capacity for green, inclusive, and resilient urban development strengthened. Importantly, the concept sustainable mobility corridor project will advance the public transport system reform agenda. The technical assistance will also help the government complete climate change and safeguard assessments. The TA will finance output 2 of YUDIP, i.e., institutional capacity for green, inclusive, and resilient urban development strengthened. Importantly, the concept sustainable mobility corridor project will advance the public transport system reform agenda. The technical assistance will also help the government complete climate change and safeguard assessments. The TA will have the following outputs: Output 1: Conceptual development of Yerevan sustainable mobility corridor project completed. This output will prepare a new project concept to develop an eco-mobility corridor in Yerevan as well as two community-based initiatives encompassing climate resilience and gender equity. In close partnership with the Yerevan Municipal Government, the Consultant will: (i) review the recent existing urban mobility studies for Yerevan and identify the most appropriate corridor(s) for project development; ii) update existing network studies with new information and data; iii) prepare a feasibility level study on the eco-mobility corridor, including conceptual infrastructure design, operational design, and institutional arrangements; and, iv) develop a feasibility level study on the two community-based project sites for resilience and gender equity. Among the key aspects to be considered for an integrated eco-mobility corridor are: i) dedicated public transport services and clean vehicle technology; ii) quality pedestrian and bicycle facilities; iii) effective parking management; and, iv) efficient traffic management. This output will be achieved through data collection, field consultations, analysis, land use and spatial plan assessment, consultations with key partners (e.g., European Bank for Reconstruction and Development), with particular reference to city development plans, urban transport studies, and objectives of the proposed project. The consultants will also focus on the development of strategic recommendations, acceptable to the government, to enable the optimization of public transport systems and green development for the 66 hectares of the land under the project. The Yerevan Municipality and ADB will use the feasibility study for developing the future urban development pipeline. Output 2: Due diligence assessments and implementation support for the governments priority infrastructure projects completed. The activities under this output will involve project preparation and monitoring support for the IsakovArshakunyats 1.8-km road, and due diligence on the key recommendations of the sustainable mobility corridor study. The consultants will be mobilized to (i) prepare assessments for climate financing and confirm alignment with the Paris Agreement; (ii) conduct socioeconomic surveys analyses; (iii) fulfill initial environmental, social, and gender safeguards requirements; (iv) undertake financial due diligence, including preparation of cost estimates and financial management assessment, sustainability assessment of executing and implementing agencies; (v) conduct additional procurement capacity assessment, risk assessment and management, and/or integrity due diligence; and (vi) provide implementation coordination support. Output 3: Urban service delivery capacity strengthened. This output will strengthen the capacity of the implementing agencies to improve governance, project management, and readiness on urban service delivery. Public-private partnership (business case, operational plan, and human resources management) that aim to achieve financially sustainable operation and maintenance for proposed investment. Training on how to maintain and manage the PM2.5 monitoring posts in Yerevan will be supported under this output.
