Project Detail Project Summary Approval Date 27 Jul 2022 Planned Completion Date 30 Jun 2023 Last Disbursement Planned Date 30 Jun 2023 Sovereign / Non-Sovereign Sovereign Sector Multi-Sector DAC Sector Code 11330 Environmental Category 3 Commitment U.A 100,000 Status Approved Project General Description The proposed operation is a grant not exceeding UA 100,000 from the Middle-Income Country Technical Assistance Fund to the Republic of Mauritius to strengthen implementation of the electronic government procurement system (e-PS). Indeed, this Technical Assistance (TA) will facilitate the strengthening of procurement in Mauritius, to promote sound and internationally recognized procurement principles with the aim of securing reliance on the country procurement system in Bank financed Projects. It will enable the Bank to deliver its knowledge management and advisory services. The assessment will be done using the Methodology for the Assessment of Procurement Systems (MAPS) Supplementary Module on e-Procurement. The Technical Assistance will also help to address public procurement challenges that have hampered the overall performance of the Bank’s portfolio. The project comprises two main components: (a) Assessment of the e-Procurement System using the MAPS E-Procurement Supplementary Module; and (b) Capacity Building training for users. It shall be implemented over a period of twelve (12) months between September 2022 and September 2023. Project Objectives The overarching development objective of the Project is to improve public procurement performance and enhance accountability and transparency of the procurement system. This Technical Assistance is included in the Technical Assistance pipeline of the new CSP 2022-2026. The project will provide targeted technical assistance and knowledge management support to the Procurement Policy Office to (a) advance the technical implementation of the E-Procurement System; (b) support the alignment of the Public Procurement Act and Regulations with the use of the e-Procurement System; (c) provide a benchmark assessment of the e-Procurement System; and (d) strengthen the capacity of various Stakeholders. The provision of technical assistance and advisory services in e-Procurement will contribute to addressing some of the weaknesses identified in the MAPS Assessment undertaken during 2021-2022. Beneficiaries The project main beneficiary is the Government of the Republic of Mauritius though its Ministry of Finance, Economic Planning and Development and the Procurement Policy Office (PPO).
