Project Detail AFD is financing the land management operation for the dedicated site public transport project (TCSP) in the Cayenne conurbation. CONTEXT Strengthening the public transport offer is a major challenge in French Guiana, given the population growth and the low rate of car ownership among the population. On the coast, where the population density is highest (44.4 % of the territorys population), more than 30 % of households do not own a car. The increase in mobility will result in increased use of the private car with its share of nuisances : traffic jams, air pollution, noise pollution. The TCSP project meets mobility needs and offers an effective alternative to the private car. DESCRIPTION The project dates from the end of the 2010s. Between 2009 and 2014, successive planning studies enabled the definition of a transport system for the agglomeration with, as a structuring axis, the realization of the TCSP. The project provides for the construction of two high level service bus lines (BHLS) with a total length of 10.1 km, which will serve 21 stations. The Cayenne and Littoral Agglomeration Community (CACL) entrusted EPFAG with the task of managing land for the assets located on the TCSP project. 161 plots are concerned by the project for a land area of ??385,117 m². The project also provides for the construction of a park and ride, two multimodal interchange hubs, a maintenance and storage center as well as the partial redevelopment of the public space from façade to façade. Work started at the end of 2020. The availability of the network is announced at the end of 2023. IMPACTS The introduction of the TCSP will improve access to public transport for the inhabitants of the agglomeration via a service less than 500 m from 27,000 inhabitants , 19,000 jobs and 14,500 schoolchildren, and as close as possible to major facilities in Cayenne (Andrée Rosemon hospital centre, university, 9 middle and high schools with more than 16,000 students, market). The levels of service offered will be increased and intermodal exchanges facilitated. The construction of the TCSP will contribute to the opening up of priority neighborhoods, an important issue in city policy. Finally, it will enable a significant reduction in polluting emissions by encouraging a modal shift from the car to public transport.
