Project Name Hungary Bilateral Climate Financing scheme
Project Detail Cities are contributing to about 75% of greenhouse gases and are also offering tremendous opportunities to reduce climate vulnerability due to higher population density. However, climate considerations in city’s planning are generally lacking. Furthermore, cities are characterized by poor access to finance and low efficiency of realizing own fiscal and non-fiscal revenues. The project provides technical assistance and aims at enhancing cooperation between Hungary and Serbia. It supports the Republic of Serbia towards inclusive, low-carbon climate-resilient development. The project aims at reducing greenhouse gas emissions and increasing climate resilience of Serbian cities. The project will result in the development of city’s climate action plan, the identification of concrete projects and funding opportunities. Working with the city of Sombor, the results can be replicated to other cities in Serbia and serve as a basis for further cooperation between the two countries. This project is aligned with IO1. Strengthened national, sub-national and local green growth planning, financing, and institutional frameworks,?IO2. Increased green growth investment flows which enable partner governments to implement green growth policies. The project will cover the following activities: 1) assessment of greenhouse gases emitted at the city level and identify concrete options to reduce GHGs; 2) energy audits on public buildings and identification of funding opportunities; 3) vulnerability assessment at city level; 4) climate action plan developed for city approval; 5) mapping of capacities in Hungary/Serbia to address climate change mitigation and adaptation needs; 6) matchmaking event for Hungarian and Serbian public/private actors and financing institutions.
